"ASERGATE" : Thierno Alassane Sall dénonce un scandale politico-administratif majeur
Thierno Alassane Sall, MP and President of La République des Valeurs/Réewum Ngor, describes the ASER-AEE Power EPC affair, nicknamed ASERGATE, as a political-administrative scandal of extreme gravity, compromising Senegal's credibility. During a press conference held on August 19, 2025 at the Fun City Hotel, he declared: "The ASER (Senegalese Rural Electrification Agency) affair is not a simple administrative file, but a political-administrative scandal that illustrates the abysmal gap between the slogans of Jub, Jubaal, Jubanti and the obstinacy of a government to conceal a potential embezzlement of 37 billion FCFA, despite the concerns expressed by Banco Santander on September 30, 2024."
"Behind the figures and procedures, there are human realities: entire villages without electricity, families condemned to live in darkness, and young people deprived of opportunities, because billions intended for their daily lives disappear without explanation," he added. According to him, Senegalese taxpayers will have to repay these 37 billion CFA francs, vanished "like a simple lost coin," while credible information suggests that around twenty billion remained in Spain, never transferred to Senegal. Mr. Sall also revealed that an amount of 7,746,293 euros, or 5,081,235,314 CFA francs, was allegedly used for bonuses and deposits, including a start-up advance, an advance on expenses incurred, and a performance guarantee.
"It's been almost a year since Banco Santander expressed its concerns, and ASER, which is supposed to oversee this project and ensure the proper use of funds, seems to be defending the AEE Power EPC company," he denounced. He pointed out that the latter has neither paid the study fees of the consultant appointed by the Central Directorate of Public Procurement (DCMP), nor paid the fee owed to ARCOP. "ASER had a duty to carry out the accounts, to accept the electrified villages and to ensure the proper use of the 37 billion, obligations it has failed to meet," he insisted.
"As a representative of the people, I will continue to demand accountability and defend every franc of public money. The justice system must address this scandal, and I will take the necessary steps to do so," he said. For Thierno Alassane Sall, this case is not just a report, but "a cry of alarm and a solemn call for responsibility." He concluded: "Behind every lost franc are lives held back, hopes shattered, and a country that is going backward."
