In the National Assembly, to defend the bill amending Article 319 of the Penal Code, Interior Minister Bamba Cissé called it a "revolutionary law." According to him, the reform is first and foremost based on the country's fundamental principles. "If we look at the Constitution, marriage is defined as the union between a man and a woman," he reminded the members of parliament.
For the minister, the issue directly touches on the very structure of society. "The family is the foundation of a society, and certain behaviors decimate the human race. Every republic must fight against unnatural acts," he argued.
The sovereignty of values
In his argument, Bamba Cissé also emphasized the cultural dimension of the law. According to him, it is a question of the sovereignty of values. "This law is first and foremost cultural. No one has the right to impose their values on anyone else. Every people has the right to claim its own values," he stated.
To illustrate his point, the minister quoted a phrase from Blaise Pascal often used in debates on the relativism of norms: "Truth beyond the Pyrenees, falsehood this side of them; falsehood this side of the Pyrenees, truth beyond them," he said, to emphasize that social norms legitimately vary according to societies.
Following the same comparative logic, he added: "Where in the West polygamy is prohibited, in Senegal we have the right to prohibit unnatural acts."
