Climat des affaires : L’UNPES déplore le « parcours du combattant » pour accéder aux autorités
Accessibility of public authorities to the national private sector remains a major problem. This is the unequivocal observation made by the president of the National Union of Business Owners of Senegal (UNPES), Magueye Badiane, during a government workshop dedicated to investment and the business climate.
At the start of his speech, Mr. Badiane stated that further efforts are needed to improve the quality of dialogue between the government and local businesses. According to him, national economic operators face real difficulties in accessing public decision-makers, whether it be obtaining meetings or establishing direct contact.
“Foreign businesspeople often have easier access to our authorities than Senegalese entrepreneurs,” he lamented, describing this situation as an obstacle to the development of the national private sector. According to the president of UNPES, greater availability of decision-makers to local entrepreneurs would significantly contribute to resolving crises. “If the authorities were more accessible to Senegalese entrepreneurs, that would already represent nearly 20% of the solutions,” he asserted.
Magueye Badiane also highlighted the limitations of collective meetings between the government and employers. While these frameworks allow for addressing general issues, they do not, in his view, facilitate the consideration of the specific difficulties faced by each entity. "The real problems, particularly financial ones, cannot be aired publicly. Each company has its own reality, its own accounting practices, and its own constraints, which require confidential discussions," he explained. He therefore advocates for the establishment of individual meetings to allow for in-depth discussions tailored to the realities on the ground.
Furthermore, the president of UNPES regretted the absence of Parliament from these consultative bodies. He believes that the involvement of members of Parliament is essential, given that several proposals stemming from these discussions must translate into legislative reforms. "We cannot talk about reforms without involving Parliament," he insisted.
