"Mr. President of the Republic, transparency will only be effective when the Republic's slush funds are subject to control or eliminated." These are the words of Babacar Ba, president of the Forum of Litigants.
After the Senegalese head of state welcomed the adoption of new laws to strengthen transparency in the management of public finances, this member of civil society issued a warning. "The Republic's slush funds, fueled by billions, are still out of control," he made clear.
Mr. Bâ thus called either for their pure and simple abolition or for their strict legal framework under the supervision of the National Assembly and the Court of Auditors.

The President of the Republic of Senegal has just had four bills passed in the National Assembly to promote, he says, the transparent, efficient and economical management of public financial resources. This is commendable in more than one way. But, we draw his attention to the fact that, during this time, the management of slush funds or political funds costing billions escapes all control. Neither the National Assembly nor the Court of Auditors nor the justice system, much less the average citizen, knows how this money is spent, even though it belongs to the Senegalese people (Mechanics, traders of Sandaga, at the Ocass market in Touba, street vendors, carpenters, car washers, plumbers, farmers, taxi and bus drivers Ndiaga Ndiaye, shoemakers of Ngaye, Jakartamen...).
Mr. President of the Republic, if you really want transparency in this country, start by eliminating all the Republic's slush funds, or if necessary, set up an emergency fund domiciled in the Public Treasury, which can certainly be managed by you, but subject to the control of the National Assembly and the Court of Auditors.
The transparent management of public funds, including slush funds, in accordance with the Code of Transparency in the Management of Public Finances, involves the public disclosure of detailed and accessible information on the use of these funds, enabling the National Assembly, the Court of Auditors and citizens to demand accountability for the use of public funds.
Mr. President, with all due respect, the absence of a clear legal and regulatory framework describing the procedure for the execution of slush funds (public funds) does not promote transparency.
