Calendrier électoral : L’expert Ndiaga Sylla alerte sur le démarrage de la révision des listes
As Senegal enters a pivotal year, electoral expert Ndiaga Sylla is taking a stand. In a clarification note, he reiterates the legal framework governing the updating of electoral lists and warns of the risks of confusion between annual and exceptional revisions.
According to articles L.37 and R.28 of the Electoral Code, the annual revision of the lists constitutes the immutable rule and must begin every February 1st.
However, in an election year, this procedure may give way to an exceptional revision. But Ndiaga Sylla clarifies a crucial legal point: this exception is strictly conditional upon the signing and publication of the decree setting the election date (article L.63), an act that has still not been carried out by the authorities.
The expert expressed concern about the interference of politics in administrative prerogatives. "For a political party to communicate in place of the electoral administration is a highly worrying confusion of roles," he emphasized, recalling that the PASTEF party itself had denounced similar shortcomings in February 2023.
The deadline of December 20, 2026 is in sight.
In a spirit of democratic vigilance, Ndiaga Sylla also recalls that, in accordance with articles L.236 and L.269 of the Electoral Code, the next elections must imperatively be held no later than December 20, 2026.
According to the expert, respecting these provisions is the only guarantee of the stability of the process and the rule of law, thus avoiding what he calls a "lawless situation".
