The Council of Ministers was held on Wednesday, November 12, 2025, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.
UNDER THE HEADING OF THE PRESIDENT OF THE REPUBLIC'S COMMUNICATION
The Head of State made a statement covering the following points:
Celebration of Armed Forces Day
The President of the Republic began his address by announcing that Armed Forces Day would be held on November 10, 2025, under his presidency, with the theme:
"The Armed Forces, partners of the Dakar 2026 Youth Olympic Games." In this regard, he congratulates the Minister of the Armed Forces, the Chief of the General Staff of the Armed Forces, the High Commander of the National Gendarmerie and Director of Military Justice, the Officers, Non-commissioned officers and enlisted personnel, for the exemplary nature of their commitment and the good organization of the celebrations of this Day.
After praising the work of the armed forces, who serve the national interest with courage and professionalism, and emphasizing the sacred bond between the Armed Forces and the Nation, he reiterated his commitment to strengthening defense efforts and improving their recruitment, training, preparation, and equipment. He further urged them to accelerate the coherent, appropriate, and efficient implementation of their modernization plans.
Recalling his commitment to the development of the national military industry through the promotion of technological innovation, he expressed his satisfaction with the recognition of the first recipients of the President of the Republic's Prize for Technological and Industrial Innovation in the Military and Paramilitary Sectors. In this context, he asked the Minister of the Armed Forces to expedite the implementation of a Strategic Plan for the Development of the Military Industry and Innovation in Defense and Security, with a view to a profound transformation of Senegal's defense and security policies and doctrines, based on two (2) guiding principles.

The Head of State informs the Council that he presided over the opening ceremony of the eighth (8th) edition of the International Mining Exhibition on November 4, 2025, and congratulates the Minister of Energy, Petroleum and Mines and his teams for the success of its organization.
He calls on the Prime Minister and the Government to continue the restructuring and transformation of the mining sector, in order to establish transparent, inclusive and sustainable mining governance and to accelerate the work to finalize the new draft Mining Code, with a view to its adoption before the end of 2025.
Expressing his commitment to the sustainable territorial development of mining areas, the President of the Republic reminds the Government of the need to continue the efficient activation of the Mining Rehabilitation Fund and the Local Authorities Development Fund. He emphasizes the importance he attaches to strengthening the local processing of our mineral resources and consolidating an industry
dynamic mining, spearhead of Senegal's industrial strategy.
In this regard, he reminds the Prime Minister of the urgent need to schedule the launch of the new mining industrial hub in the Matam region, focusing on the improved processing of Ndendory phosphates. He also instructs the Minister of Mines to ensure the optimal exploitation of national gold resources, with the effective establishment of a national gold trading center, a crucial element of national sovereignty.
Finally, he indicates to the Government the need to ensure strategic control of state shareholding in private mining companies, to accelerate the restructuring of public companies such as SOMISEN and MIFERSO, to regularly update the mapping of mineral resources, and to ensure continuous monitoring.

Launch of the Agricultural Marketing Campaign and the role of agriculture in the recovery of the national economy
Considering that the agricultural marketing campaign remains a key moment in national economic and social life, the Head of State reminds the Government of the urgent need to take all necessary technical, administrative, and financial measures to launch the campaign before the end of November 2025.

Optimal support for people living with disabilities
The President of the Republic believes that social inclusion must be at the heart of public policy. To this end, he asks the Government to take the necessary steps to continuously improve the situation of people living with disabilities, to ensure their proper integration through entrepreneurship and employment in particular, and to strengthen support mechanisms for them, in order to promote their income-generating initiatives and activities, as well as their recruitment, under special arrangements, into the civil service and businesses.
The President of the Republic also asks the Minister for Family, Social Action and Solidarity to conduct consultations, before the end of 2025, with associations and groups of people living with disabilities, with a view to implementing, from 2026 onwards, a national strategy to consolidate support for
people living with a disability.
UNDER THE HEADING OF COMMUNICATIONS FROM MINISTERS
The Minister of Energy, Petroleum and Mines gave a presentation on the development of nuclear energy in Senegal.
The Minister of Microfinance and the Social and Solidarity Economy presented, on behalf of the Minister of Youth and Sports, a communication on the social inclusion and territorial equity strategy of the Youth Olympic Games (YOG) Dakar 2026.
UNDER THE HEADING OF LEGISLATIVE AND REGULATORY TEXTS
The Council examined and adopted:
- the draft law establishing the Advertising Code;
- the draft decree establishing and setting the rules for the organization and operation of the Consultative Council of Youth of Senegal (CCJS).

The President of the Republic has taken the following decisions:
Under the authority of the Ministry of Industry and Commerce
• Mr. Mamadou Lamine NDIAYE , Commissioner for Economic Investigations, payroll number 681 520/D, is appointed Director General of the Agency for the Promotion of Industrial Sites (APROSI), replacing Mr. Amadou GUEYE;
• Mr. Moussa BA , Logistics Specialist, is appointed Chairman of the Board of Directors of the Market Regulation Agency (ARM), replacing Mr. ElHadji Malick MBOUP.
Under the authority of the Ministry of Urban Planning, Local Authorities and Regional Development
• Ms. Aminata Bandel WANE, Urban Planner, formerly Director of Urban Planning and Regulations, is appointed Director General of Urban Planning and Architecture, replacing Mr. Abdoulaye DIOUF, who has been called to other duties.
Under the authority of the Ministry of Fisheries and Maritime Economy
• Mr. Cheikh FALL, Fisheries Engineer, payroll number 615 679/B, is appointed Director of Maritime Fisheries (DPM), replacing Mr. Ismaila NDIAYE, who has been called to other duties.

• Ms. Adja Awa Sogue GUEYE, Economist-Planner, payroll number 663 795/Z, is appointed Director of Planning, Monitoring-Evaluation and Foresight.

ce Conseil des Ministres ressemble aux précédents ; une liste de voeux pieux du président jamais exécutée, " parle, on t'écoute .... tu nous intéresse !
Il n'a pas d'opposition au Senegal. Il n'y a que des nains politiques du genre TAS, Bocoum et consort, qui se sont ranges derriere des youtoubeurs, des activistes et des chroniqueurs devenus leurs leaders. Ces derniers peuvent generer des vues, mais ne beneficieront nullement des votes qui elisent. Devant ce vide, il fallait bien que la nature reagisse a l'horreur. Alors, elle crea une neo opposition au sein de Pastef. Resultat, l'opposition nulle qui priait pour une dislocation de l'entente Diomaye/Sonko, doit maintenant se ranger derriere l'un ou l'autre. Si jamais au lendemain de la prochaine election Diomaye et Sonko decident de renouer, l'opposition victime de sa betise se retrouvera encore avec ses 0.002%
