The Head of State, His Excellency, Mr. Bassirou Diomaye Diakhar FAYE chaired, this Wednesday, September 17, 2025, the weekly meeting of the Council of Ministers, at the Palace of the Republic.
At the beginning of his statement, the President of the Republic addressed the issue of the strengthened role of Culture, Crafts and Tourism in the National Transformation Agenda. He reminded the Government of the importance of culture and crafts in reviving Senegal as a tourist destination, as well as the promotion of entrepreneurship and employment. He emphasized that safeguarding our ancestral traditions, optimally leveraging our cultural potential and the highly diverse expertise of our artisans, artists and cultural figures remain fundamental foundations for the success of the Project for a sovereign, just and prosperous Senegal. In this regard, he asked Prime Minister Ousmane Sonko to mobilize all the vital forces of the Nation to strengthen the role and place of culture in all its expressions in the National Transformation Agenda.
The Head of State informed the Minister of Culture, in conjunction with the attached Secretary of State, of the importance of establishing the preservation of our historical heritage, sustained decentralization of cultural policy, and the deployment of an innovative policy of diversification and labeling of cultural and creative industries, craft productions, and tourism offerings. This reinforced political and economic will around Culture, Crafts, and Tourism must be materialized through the construction of modern cultural infrastructures across the national territory.
He advocated for the development of Arts and Letters and the protection of artists' rights, the mobilization of adequate funding to support stakeholders in the implementation of a controlled national and international cultural agenda, supported by a consensual and adapted communication and tourism promotion strategy.
The President of the Republic emphasized that the new roadmap of this ministerial department must include a major component of "training, capacity building and professionalization of stakeholders," but also the provision of quality human resources to the Culture sector, including cultural advisors and facilitators, in order to better conduct, under the aegis of the Government, the nation's cultural policy. Furthermore, he asked the Minister responsible for Crafts to work on streamlining the structures, interventions and resources dedicated to the sector by ultimately promoting the establishment of a national fund for the promotion of crafts. He emphasized the imperative of strategic control of the development and establishment of hotel and tourist establishments through concerted planning with operator-promoters, with a view to significantly increasing the country's accommodation capacity. Therefore, it is necessary to consolidate a competitive economic model for Senegal as a destination, in light of the country's comparative advantages to be popularized in source markets. He called on the Minister of Tourism to revitalize tourist sites and areas (Petite Côte, Cap Skirring, Saloum Islands, Gorée, etc.), to restructure and relaunch hotel credit, but also the National Tourism Council as well as the activities of SAPCO, an entity which must define a new framework partnership agreement with the State.
Finally, the Head of State asked the Minister of Culture, Crafts and Tourism to prepare, with all stakeholders involved, the holding of the General Assembly of the sector. In this exercise of co-construction and convergence of strategies and interventions, the aim is, on the one hand, to strengthen an attractive development of Senegal that significantly promotes the know-how of our artisans and our exceptional cultural and tourism potential and, on the other hand, to strengthen job creation and the integrated development of sectors, in line with Vision Senegal 2050.
The President of the Republic returned to the new construction policy and the construction of public infrastructure, which must remain a government priority. The creation of a Ministry dedicated to infrastructure will have to support, under the coordination of the Prime Minister, an interministerial dynamic for the execution of sectoral infrastructure works, with a strong impact on growth, employment and the well-being of the population. He asked the Prime Minister to increase the pace of execution of all works, sites and projects financed and validated, the final acceptance of which, on time, remains an imperative. He reminded the Government of the urgency of finding ways and means in concert with recognized stakeholders, in order to build a sovereign construction and public works sector, in line with the new requirements of professionalization, economic patriotism and transparency carried by the Government's priority programs, projects and reforms.
On September 26, 2025, Senegal will commemorate, in communion, the 23rd anniversary of the sinking of the boat "Joola". The Head of State asked the Government to make all arrangements with the associations of the victims' families, for the smooth running of the commemorations at the sites concerned. He reiterated the urgency of consolidating the dynamics of peace by accelerating the optimal implementation of the "Diomaye Plan for Casamance". He recalled that supporting families returning to villages, strengthening road, air, maritime and river access and reviving economic and social activities in polarized administrative regions, in particular the promotion of local fruit and agricultural production, constitute priority components.
The Head of State addressed the issue of the involvement of Senegalese living abroad in national development. He reiterated his warm congratulations, encouragement, and support. Their multi-sectoral and multifaceted contributions have a significant impact on national economic development and social stability. In this regard, he congratulated the Prime Minister on the success of the meeting in Milan, Italy, with our compatriots, which focused in particular on addressing their grievances and popularizing the National Transformation Agenda and the Economic and Social Recovery Plan (PRES). In the same vein, he asked the Minister and the Secretary of State responsible for Senegalese living abroad to finalize, under the auspices of the Prime Minister, a special program to support and promote Senegalese living abroad, which will be launched on December 17, 2025, on the occasion of the first edition of the National Diaspora Day. He called on the Government to ensure the proper organization of this important meeting which requires the involvement of all stakeholders.
As part of his diplomatic agenda, the President of the Republic informed the Council that he will travel to New York from 21 to 26 September 2025 to participate in the United Nations General Assembly.
UNDER THE PRIME MINISTER'S COMMUNICATION:
In his statement, the Prime Minister thanked the Head of State for having agreed to follow up on his proposal by carrying out a government reshuffle on September 6, 2025. He appreciated this mark of confidence and pledged to redouble his efforts in leading the government team for even more satisfactory results. To the outgoing ministers, he extended his warm congratulations and thanks for the work accomplished over the past 17 months. As for the incoming ministers, he welcomed them and encouraged them to spare no effort to participate optimally in meeting the challenges that arise in the current context.
The Prime Minister reviewed the Government established in April 2024, which had to face an unprecedented situation in the wake of a profound political change. To this end, he recalled the hidden debt, the discovery and disclosure of which inevitably had unfortunate consequences for our macroeconomic balance, our ability to mobilize financial resources, and consequently our budgetary margins.
The Prime Minister noted that under these conditions, it has not been easy to fulfill sovereign duties to ensure the continuity of the functioning of the State, guarantee security, lower the prices of basic foodstuffs, and provide public health and education services. From the organization of agricultural campaigns to the implementation of corrective measures to prevent and combat floods, including the careful examination of the situation of public companies in difficulty, nothing has been left to chance.
Following the President of the Republic's guidelines, the Prime Minister emphasized key points for the proper execution of government work, taking into account the progress already made and the commitments made to the Senegalese people and providing guidelines for government action. This pursues primary national policy objectives to meet the economic and social well-being needs of our fellow citizens. This results in strong requirements such as cohesion in the application of government policy, professional reserve and discretion, speed, proactivity, pragmatism, collegiality, as well as proximity to the population through active listening, dialogue and consultation.
The Prime Minister indicated that the compass of each Minister's interventions must bear the following markers: absolute transparency, which requires everyone to behave irreproachably in the face of the temptations of their function, the implementation of the National Transformation Agenda (ANT) and the Economic and Social Recovery Plan (PRES), the strengthening of Senegal's economic lungs, the improvement of human capital through education and health. He did not fail to insist on the urgency attached to the finalization of the plan to rationalize public structures in order to limit the waste of resources and to leave only the entities demonstrating public utility and efficiency in actions. Given the magnitude of the task and the immensity of the needs in a context of scarce resources, strict discipline in their use is a requirement.
The Prime Minister stressed the imperative of extreme rigor in the management of ministerial departments, whether it concerns credits, various job benefits, personnel, or the use of the resources at their disposal, which cannot be subject to any derogation. In this regard, the Control Bodies will be asked to ensure compliance with these rigor requirements, through regular checks. He urged each member of the Government to rise to the demands of their office, to observe and ensure that humility and exemplary conduct are observed in the accomplishment of their missions, by taking actions that always tend to strengthen trust between the population and the State. He invited each member of the Government, in relation to the relevant services, in particular the Secretary of State, responsible for Relations with Institutions, Government Spokesperson to take adequate responsibility for communication within the framework of his responsibilities, so that citizens are informed in a transparent manner of the actions undertaken by the Government, to communicate better and to explain the meaning of government action.
The Prime Minister returned to the implementation of the National Transformation Agenda (ANT) through the Economic and Social Recovery Plan (PRES). The framework adopted in October 2024 has entered an effective implementation phase which must be consolidated by an adequate governance platform. Already, all structures dedicated to strategic or operational management are working to deliver the expected results. He recalled that the success of the national transformation project depends on collective discipline, consistency of actions and the individual accountability of each member of the Government. As for the Economic and Social Recovery Plan 2025-2028, "JUBBANTI KOOM", it constitutes the first milestone in accelerating the implementation of the National Transformation Agenda. The implementation committee of the said plan, established by order of the Prime Minister's Office No. 028426 of August 7, 2025, has started its work, within the four (04) poles each with a president and a rapporteur. He asked all members of the Government to support the actions of the Committee, by responding diligently to its requests and actively participating in its work, to the extent of the needs expressed. However, shortcomings and inadequacies should be noted. He expects from the Government a new dynamic, based on a more effective execution of directives and instructions, a strengthened commitment to the appropriation and support of projects, increased rigor in the preparation and structuring of initiatives, as well as exemplary responsiveness and organization to transform our ambitions into tangible results.
The Prime Minister addressed the issue of strengthening Senegal's economic lungs. In this regard, he asked all members of the Government to attach great importance to meetings such as the Invest in Senegal Forum (FII Senegal), planned in our country on October 7 and 8, 2025, and to all identical or similar meetings both in Senegal and abroad to better showcase the "Showcase Senegal." He insisted on the reforms necessary to establish a framework favorable to the prosperity of businesses. He thus invited all Ministers to improve relations with businesses, to make the Administration more credible and closer to the concerns of the private sector. In this context, modernization projects through digitalization are a priority. The establishment of a modern and efficient public administration has become a key indicator. This improved ecosystem will contribute to the implementation of structuring projects whose impact on the economy is essential. First of all, there are port and maritime projects (Ndayane, Bargny Sendou, new port of Dakar, port of Ndakhonga, Nikine, secondary ports such as Kaolack, Ziguinchor and Saint-Louis) which must now be regularly monitored, with the aim of making them sustainable lungs for the Senegalese economy.
The Prime Minister also noted that airport infrastructure must also receive the necessary investments for its upgrade and expansion. Similarly, the measures taken for the recovery of Blaise Diagne International Airport and Air Senegal must be implemented. Finally, the environmental dimension must be taken into account in ongoing programs and projects. This involves focusing on protecting fragile and sensitive ecosystems such as the coastline and inland waterways, combating deforestation, and promoting soil conservation and restoration. The Prime Minister asked all relevant ministers to follow this roadmap and set the goal of implementing the selected options by regularly reporting on progress and challenges encountered.
The Prime Minister called for strong private sector involvement and massive job creation, which must be rigorously monitored by the relevant Ministers. To definitively boost the economy, the sector strategy must be implemented without delay. Sectors offering real potential and containing valuable historical achievements must be launched immediately. These include, but are not limited to, the phosphate, leather and hide, cotton, pharmaceutical, and digital sectors. Sectors already well-established in the economic and social fabric and experiencing difficulties must be urgently revived. This is the case with the oilseed sector and SONACOS.
Digital transformation through the "New Technology Deal" is an essential pillar for reviving the tertiary sector. The revival of the national postal service company La Poste must make a decisive contribution to this. The chemical industry and agro-poles must be important pillars for job creation and territorial equity. Mineral resources and gas must be optimally exploited to ensure industrial growth.
The development of human capital through health and education is a key objective of public policy. From this perspective, priority must be given to the overhaul of our education system, university governance, and the healthcare system. The critical points in these two key sectors are the construction of infrastructure and facilities. As such, it is important to complete all school and university projects and healthcare infrastructure.
Regarding international economic cooperation, the Prime Minister informed the Council that a flexible and efficient system has been put in place to enhance the benefits of the visits of the President of the Republic, the Prime Minister and each of the Ministers abroad, and to demonstrate the interest our country has aroused among partners.
Finally, the Prime Minister addressed the organization of the Dakar 2026 Youth Olympic Games as a particular concern of His Excellency, the President of the Republic. He announced that he will now hold a bi-monthly working session with all stakeholders to assess the progress of the work.
