Communiqué du Conseil des ministres du Mercredi 1er Octobre 2025
The Council of Ministers was held on Wednesday, October 1, 2025, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic. At the start of the Council, he presented his statement, structured around several points.
Back to school 2025-2026
The Head of State first addressed the issue of the 2025-2026 school year and the acceleration of the transformation of the education system. In anticipation of this return to school scheduled for October 6, 2025 for teachers and October 8, 2025 for students, he asked the Government to implement all necessary measures to ensure compliance with the school calendar and the smooth running of teaching and learning throughout the national territory. He reminded the Prime Minister of the urgency of accelerating the implementation of the national program to eliminate temporary shelters and to ensure the construction of modern school buildings and equipment.
The Head of State expressed his commitment to the quality of the education system and the continuous adaptation of training curricula with the rise of IT, digital technology, science and technology, national and foreign languages in the teaching provided by our establishments.
He also asked the Government for a prospective evaluation of the results of the examinations and competitions, with consensual and pragmatic proposals on the new organizational methods.
He instructed the Ministers responsible for National Education and Vocational and Technical Training to work with stakeholders in the public and private education sectors to ensure optimal regulation of registration and tuition fees and to further consider the school canteen system, in line with social action and national solidarity policies. He finally urged the Government to establish
regular monitoring of agreements with teachers' unions and ensuring the ongoing strengthening of social dialogue in the education sector, in order to strengthen the excellence of Senegalese schools.
New agricultural policy, marketing campaign and promotion of local consumption
The second point of his presentation focused on the new agricultural policy, the marketing campaign, and the promotion of local consumption. After congratulating the Government on all the preparatory measures taken to ensure the success of the 2025 agricultural production campaign, he emphasized the importance of accelerating the replenishment of seed capital by relying on research with ISRA.
The Head of State also informed the Minister of Agriculture, Food Sovereignty and Livestock and the Secretary of State for Cooperatives and Peasant Supervision of the need to accelerate the establishment of community agricultural cooperatives, to restructure and relaunch the Community Agricultural Estates Program (PRODAC).
After having committed the Government to relaunch policies, projects and programs to promote local consumption, by making the most of the various local products, the Head of State asked the Minister of Industry and Commerce to prepare, with all stakeholders and populations, the successful holding of the 6th edition of the initiative "October, Month of Local Consumption".
Participation in the 80th session of the United Nations General Assembly
Addressing his participation in the 80th session of the United Nations General Assembly, from 21 to 26 September 2025, the President of the Republic informed the Council that he had expressed Senegal's position on major global challenges such as the fight against terrorism, conflicts, climate change, the economic crisis, the decline of international solidarity and the crisis of multilateralism. He also congratulated the Minister of Justice, Keeper of the Seals, for organizing the "Side Event" on memorial issues such as "justice and reparations for Africans and people of African descent."
On the sidelines of the proceedings, the President of the Republic held several bilateral meetings with Heads of State and Government, as well as influential non-state actors on the international scene.
Rift Valley Fever and Pink October Tracking
In response to the reported cases of Rift Valley fever, the Head of State instructed the Minister of Health and Public Hygiene to mobilize, in conjunction with the relevant ministries, all epidemic prevention and management systems in all localities across the country, particularly in and around the affected areas. He particularly emphasized the urgent need to immediately launch an intensive awareness campaign among populations and communities on epidemic prevention measures.
Furthermore, addressing the point relating to the celebration of Pink October, he instructed the Government,
as part of the fight against breast cancer, to take the necessary measures to raise awareness about early detection and ensure effective treatment of patients.
Diary
Finally, addressing his agenda, the President of the Republic announced that he will chair, on Tuesday, October 7, 2025, the opening ceremony of the Invest in Senegal Forum (FII Senegal), in the presence of the entire Government.
UNDER THE PRIME MINISTER'S COMMUNICATION
The Prime Minister congratulated the President of the Republic for his brilliant participation in the 80th session of the United Nations General Assembly, during which he enhanced the image of our country through his firm and courageous positions on the major issues of the moment, particularly in Gaza and the inequities of the international financial system.
He then focused his communication on the break-through approach to carry out government action in coherence and respect for the political commitments made to the People. He thus addressed three (03) points to initiate this approach, namely: speed in the execution of catalytic priority projects,
the solution to the problem of financing and the establishment of the working methodology.
Imminent launch of major projects of the National Transformation Agenda (ANT)
These are some of the key structural projects of the mandate of His Excellency the President of the Republic, such as the Great Water Transfer project, rural electrification and hydraulics, digital identity, the Dakar-Tambacounda railway line (standard component), the renewal of the fleet
freight transport vehicle, the agricultural cooperatives program. Their diligent implementation will be the absolute priority of government action.
Intensification of the pace of execution of ongoing catalytic projects
The Prime Minister also stressed the need to accelerate the pace of implementation of other ongoing structural projects, and thus generate positive results in the short term.
These include major works in the port, highway, airport, agro-industrial, rail, digital and energy sectors.
Furthermore, the Prime Minister asked the Government to pay particular attention to certain strategic projects, which are completed but awaiting development, or which are behind schedule. These are structuring projects in the areas of transport, wholesale markets, and education.

In this regard, the Prime Minister announced that he plans to organize an upcoming visit to these various construction sites, after in-depth working sessions. The overhaul and restructuring of each of these projects will make it possible to overcome the technical, financial and operational shortcomings noted. The overall objective is to establish
now transparent and pragmatic governance, oriented towards results.
Funding
The Prime Minister indicated that in terms of financing projects, the option chosen consists of the exploitation of endogenous resources as a priority. The additional resources generated
within the framework of the implementation of the Economic and Social Recovery Plan (PRES) will be used, among other things, to finance the priority projects mentioned above, through budgetary arbitration and programming.
The Prime Minister also noted that the Government will increasingly resort to public-private partnerships, innovative patriotic mechanisms with the mobilization of national public savings and those of the Diaspora, through the creation or use of investment mechanisms (FONSIS,
CDC, FONGIP, FNR, IPRES, etc.). The objective is to direct these resources towards projects with high economic returns. Similarly, the use of Islamic financing instruments (waqf, sukuk, etc.) and crowdfunding platforms appears to be a relevant lever for financing social infrastructure and activities with a high local impact, particularly in the areas of education, health, and territorial development.
Methodology
The Prime Minister indicated that a framework for in-depth review, restructuring
and relaunch of each project will be put in place with periodic supervision and a framework document.
A unique real-time monitoring and evaluation platform, currently being finalized at the Prime Minister's Office,
will ensure the proper management of each project. Problem reporting sheets
will also be established and presented to the Council of Ministers, thus enabling them
to provide prompt solutions.

from the Outside made a communication on the political-diplomatic and security situation
in the sub-region;
- The Minister of Economy, Planning and Cooperation made a statement
relating to the National Strategy for Private Sector Development and Promotion
Investments (SNDSPI);
- The Minister of Hydraulics and Sanitation made a statement on the weekly situation of flood management;
- The Minister of Youth and Sports made a statement on the infrastructure situation and the status of implementation of the decisions taken by the Interministerial Council on the Youth Olympic Games.

Félicitations aux autorités de ce pays d’avoir corrigé cet accident de l’histoire en restituant au Sénégal sa souveraineté sur le centre des missions de Rufisque, communément appelé Marine française de Kounoune. Ce carré d’1 km de côté fait 1 km 2 de surface ou 100 hectares. D’abord ceinturons le par une voie de 4 km avec assainissement pour lutter contre les inondations dans les localités environnantes et désenclaver Kounoune ngalam, Zac Kounoune, Fass Kounoune, Cité Enseignants, Diakhaye, etc. Une bretelle d’1, 5 km permettra de le relier à la sortie 9 de Sedima. Une autre voie de 2km pour le relier à la sortie 10 de keur ndiaye LO qui débouche sur l’autoroute à péage verts Diamniadio.
Par ailleurs, vivement la transformation de l’ex marine française en capitale administrative avec des infrastructures publiques : police, gendarmerie, sapeurs-pompiers, mairie, hôpital, marché, groupe scolaire, institut universitaire, stade, mosquée, marché, centre commercial, etc.
Plus jamais une assiette foncière pareille ne pourra offrir ces opportunités !
