Administrative accounts 2025: In Mbour, a blockage of 2.2 billion FCFA is hindering the municipality's construction projects

The Mbour Municipal Council held a meeting on Monday, June 29, 2026, dedicated to reviewing the 2025 administrative accounts and assessing the level of investment and operating expenditure execution. Following the meeting, the elected officials explained the reasons for the low budget execution rate recorded during the past year.

According to a press release issued on this occasion, a carryover of 2,220,206,308 FCFA was noted in the municipal budget. The Municipal Council insists, however, that this situation does not stem from a lack of commitment on the part of the municipality to carry out the projects expected by the residents.

The elected officials mainly cite two major constraints, namely the absence of PACASEN funding, intended to support the municipality's investments, and the recurring blockages in disbursement procedures at the level of the public treasury, which have greatly slowed down the mobilization of resources and the settlement of municipal expenses.

These difficulties resulted in an execution rate of only 4.36% of investment expenditures, while operating expenditures were executed at a rate of 49.97%, despite the numerous needs expressed by the population.

Aware of the expectations of Mbour's residents, the Municipal Council affirms that it understands the concerns raised by the delays in the completion of several infrastructure projects and public services. It assures that elected officials share these concerns and remain committed to defending the interests of the municipality.

In its statement, the Council officially informs the public that the causes of this situation are beyond the municipality's control. It calls upon the relevant authorities to quickly remove the administrative and financial obstacles, while also demanding greater speed in the disbursement of funds and the processing of financial transactions for local authorities.

Finally, the Municipal Council reaffirms its commitment to ensuring optimal execution of projects as soon as resources are effectively available and calls on the people of Mbour to remain confident, promising to continue its action with responsibility, transparency and determination for the economic, social and cultural development of the municipality.
