Daouda Ngom : « Il est difficile de parler de transformation systémique sans détenir le pouvoir exécutif »
Speaking at the first PASTEF-Les Patriotes congress panel, Professor Daouda Ngom defended the party's vision of transformation while highlighting the challenges that remain to be met to fully realize this political project.
Addressing the issue of systemic transformation in Senegal, the academic argued that such an ambition cannot be achieved without effective control of the main levers of the state. "It is difficult to talk about systemic transformation without holding executive power," he told the delegates.
According to him, although PASTEF currently wields significant influence within institutions and holds a majority in the legislature, this is insufficient to implement all the planned sweeping reforms. "The legislative branch is a very important power, but to transform Senegal systemically, one must be in power," he insisted.
Professor Ngom recalled that PASTEF's political project is based on a body of doctrine developed over several years, ranging from the Patriot's Manifesto to the presidential programs of 2019 and 2024, including the political vision works of Ousmane Sonko and new strategic frameworks such as the Senegal 2050 Vision, the Master Plan, the National Development Strategy and the Recovery Plan.
In his view, all these documents converge on the same objective: building a sovereign Senegal, endowed with strong institutions, a productive economy, and better control of its natural resources. Among the priorities mentioned are economic sovereignty, industrialization, the fight against corruption, institutional reform, and human capital development. The academic particularly emphasized education, health, and scientific research, which he considers the true foundations of development. "A country incapable of feeding its population, caring for its children, and educating them cannot aspire to development," he stated.
Taking the example of South Korea, which had a level of development comparable to that of Senegal in the 1960s, Daouda Ngom stressed that the spectacular progress made by this country is based essentially on investment in human capital, research and innovation.
