Décret - ARCOP : Voici les neuf membres nommés au Conseil de régulation de la commande publique
It's official. By decree, the President of the Republic has appointed the nine members of the Regulatory Board of the Public Procurement Regulatory Authority (ARCOP). Drawn from the public administration, the private sector, and civil society, they are appointed for a three-year term, renewable once, beginning April 22, 2026.
ARCOP is composed of three bodies: the Regulatory Board, the Dispute Settlement Committee, and the General Directorate. The Regulatory Board is the deliberative body. It is tripartite, with equal representation from all sectors, and is composed of nine members representing the public administration, the private sector, and civil society.
The new members' main mission is to determine the development prospects of ARCOP, to review and approve the budget and the various reports prepared and presented by the Director General, to adopt the internal regulations, and the manuals of internal, administrative, financial, accounting, recruitment and human resources management procedures.

Within the Public Administration:
Presidency of the Republic: Mr. Allé Nar Diop, Treasury Inspector, Economic Advisor to the President of the Republic.
Ministry of Justice: Ms. Ndèye Rokhaya Sène, Magistrate, Chief of Staff to the Minister of Justice.
Ministry of Finance and Budget: Mrs. Yaye Anna Sèye Thiam, Statistical Economist Engineer.
On behalf of employers' organizations in the private sector:
- Ms. Raqui Wane, Lawyer, Member of the Executive Board (National Council of Employers);
- Mr. Talla Ndiaye, financier, General Coordinator of the Economy, Finance and Taxation Hub (Senegal Business Movement);
- Mr. Youssoupha Diop, Executive Director of the National Confederation of Employers of Senegal (CNES).
On behalf of Civil Society:
- Master Ibrahima Ndieguene, Lawyer at the Court, Bar Association of Senegal;
- Mr. Moundiaye Cissé, Executive Director of the NGO 3D;
- Mr. Saliou Dièye, Tax Expert/Judicial Representative, President of the National Order of Experts of Senegal (ONES);
According to the document, the Regulatory Board oversees the Authority's activities in accordance with the State's guidelines and policy. Its members are bound by an obligation of discretion and professional secrecy regarding information, facts, and actions they become aware of in the course of their duties.
Furthermore, the Minister, Secretary General of the Presidency of the Republic and Minister of Finance and Budget are each responsible, within their respective areas of competence, for the execution of this decree, which will be published in the Official Journal.
