Diaspora Bonds : La « lecture » de Bara Ndiaye

In Milan last Saturday, September 13, 2025, Prime Minister Ousmane Sonko invited Senegalese abroad to support the Economic and Social Recovery Plan (PRES) through diaspora bonds, which will be launched on September 18. "Senegal is facing significant budgetary needs. Today, the State wants to innovate to find more resources to fulfill its obligations. And we are counting on you, the diaspora," declared the head of government. Welcoming this State initiative to resort to endogenous financing, the former Director of the Maison de la Presse, Bara Ndiaye, nevertheless invites leaders to "tighten their belts" just like the Senegalese. According to him, the authorities must review their lifestyle. Seneweb publishes, in extenso, his "interpretation" on the issue.

While states and transnational institutions can lend Senegal the funds it needs for development, it is important to recognize that Senegalese in the diaspora represent a far more powerful and sustainable economic force. Their annual contribution far exceeds, sometimes doubles, official development assistance. It is they, the sons and daughters of the country, who send billions of CFA francs each year, supporting families, financing real estate projects, and keeping a vital informal economy afloat.

But today, the hesitation of traditional donors in a world facing a resource crisis requires an alternative financing model. This should not make us forget that Senegal cannot build its future solely on remittances intended for consumption or real estate investment. It is time for these resources to be directed toward structural projects supported by the state. This implies a sacrifice: emigrants will have to give up, in part, personal investments to subscribe to national bonds, sovereign wealth funds, or infrastructure projects. This is not a simple contribution; it is an act of faith in the nation.

However, this demand cannot be unilateral. Senegalese here and abroad must not be the only ones tightening their belts. The state, too, must set an example. It is unacceptable that, in a context of national mobilization, the lifestyle of leaders remains unchanged. The Prime Minister's private jet trips, the President's expensive and unproductive travel, and the unnecessary spending of senior officials must be the first levers of a new doctrine of sobriety.

Teaching by example is a powerful language. It inspires confidence, it unites, and it legitimizes collective effort. If the state wants to convince its children abroad to invest in Senegal's destiny, it must first prove to them that every franc raised will be used with rigor, transparency, and efficiency.

Development cannot be decreed; it must be built together with fairness, responsibility and mutual respect.
