Guy Marius Sagna : « À l’université, ce n’était pas du maintien de l’ordre mais du banditisme »
MP Guy Marius Sagna strongly condemned the security forces' actions during the recent events at Cheikh Anta Diop University of Dakar (UCAD), which he described as serious abuses. Present at the National Assembly for the examination of the draft law on private security, the parliamentarian directly addressed the Minister of the Interior, asserting that some of the agents seen on campus "are not police officers but thugs and hooligans who are doing everything but maintaining order." According to him, the observed events were more akin to "banditry," a situation he categorically rejects.
The MP notably denounced the brutality of the interventions, citing scenes of violence against students and the destruction of university equipment. In his view, these actions demonstrate a "hatred" and "cruelty" incompatible with the sovereign missions of the defense and security forces (FDS).
In his address, Guy Marius Sagna also broadened his remarks to the social situation within the security forces themselves. He specifically mentioned the 49th graduating class of police officers, which, according to him, is facing difficulties related to salary payments. Even more concerning, he cited the case of nine female police officers whose positions are allegedly threatened due to their pregnancies, denouncing practices he considers contrary to the fundamental rights of female workers.
According to the parliamentarian, "the defense of the rights of the security forces and that of the students must be pursued simultaneously." He believes that no security intervention should come at the expense of fundamental freedoms or the physical integrity of citizens.
Finally, Guy Marius Sagna advocated for a thorough reform of law enforcement training. According to him, "some officers feel protected by impunity, which fosters violent and abusive behavior." He therefore called on the authorities to learn from past events in order to prevent the recurrence of such situations and to restore trust between the public and the security forces.
