The Senegalese Pension Fund (IPRES) is currently experiencing significant turbulence following the end of its Director General Amadou Lamine Dieng's term in February. This transition has resulted in an unprecedented dual leadership structure, formalized by a service note from the Chairman of the Board of Directors, Racine Sy, reports Le Quotidien.
To ensure continuity, the same source indicates that management is now shared between the Secretary General, Cheikh Abdoul Aziz Wade, and the Financial and Accounting Director, Souleymane Lô. Adding to this administrative mess is the surprise creation, just two days before the outgoing Director General's departure, of a General Coordinator position, entrusted to the former Secretary General, Cheikh Guèye. This unease at the top is exacerbated by a profound crisis of legitimacy affecting the Board of Directors itself. While the bylaws normally limit terms of office to two years, the current team has remained in place for several years, to the point that internal voices are calling on the Head of State to urgently convene a body to elect a new board, according to the daily newspaper of the Avenir Communication group.
This situation revives memories of the historic power struggle between the Executive and IPRES, highlighting the "omnipotence" of an institution where heads of state have often failed to impose their will. The institution's history is indeed marked by setbacks for political power, such as Abdoulaye Wade's inability to retain his protégé Jean-Paul Dias after the Council's refusal, or more recently Macky Sall's 2020 decision to abandon a direct appointment and instead issue a call for applications, as Le Quotidien recounts.
