Infrastructures : Sonko annonce un Conseil interministériel pour valoriser les investissements publics « dormants »
Prime Minister Ousmane Sonko announced on Wednesday, April 15, during a cabinet meeting at the Presidential Palace, that an inter-ministerial council dedicated to infrastructure would be held between the end of April and the first half of May 2026.
"This initiative, according to him, responds to a situation marked by significant public investments over the past twelve years, a large part of which, technically and financially completed, remains unused, sometimes for years."
After identifying the causes, he considered that these so-called "dormant" assets constitute a financial and social waste, but also a real potential for valorization, in particular through recycling mechanisms such as the transfer of usage rights, concession, long-term lease or public-private partnership, allowing the mobilization of new investment resources," it was indicated in the communiqué of said council.

Ousmane Sonko also emphasized the need to finalize ongoing projects as quickly as possible, integrating them from the outset into a sustainable operation and maintenance framework. He stressed that effectively leveraging public investments already committed is an absolute necessity given the economic and social costs resulting from delays in implementation.
The organisation of this interministerial council is entrusted to the Minister Secretary General of the Government, in liaison with the Operational Bureau for Coordination and Monitoring of Projects and Programmes (BOSC), under the technical coordination of the Minister of Infrastructure.
Each relevant minister has fifteen days to send the Prime Minister a comprehensive and certified inventory of completed infrastructure that has not yet been put into service and is likely to be recycled.
Based on this, the Interministerial Council will have to assess the legal readiness of each asset, establish a six-month commissioning schedule with monitoring indicators, and identify any regulatory obstacles requiring corrective measures. A consolidated report will be submitted to the Prime Minister at the end of this process.
