Lassana Gagny Sakho propose une société unique pour la gestion de l'eau

A guest on RFM's Grand Jury program this Sunday, August 24, Lassana Gagny Sakho, chairman of the board of directors of Apix, believes that the current water management system needs to be thoroughly reformed. "It is illogical for water management to remain split between urban and rural areas. Senegalese people in rural areas must have exactly the same rights as those in urban areas," he insisted.

The former Director General of Senegal's National Sanitation Office (ONAS) advocates for a single water asset management company capable of centralizing and streamlining distribution for a more efficient and equitable service. Furthermore, in a context of rapid urbanization and increasing pressure on resources, he believes it is urgent that water and sanitation be placed at the heart of public policies. "We cannot talk about sustainable development if millions of Senegalese continue to have limited access to drinking water or live in areas without modern sanitation networks," he warned.

On the issue of sanitation, Lassana Gagny Sakho refuses to call ONAS a failure, despite recurring criticism of its performance. The president of the circle of public administrators points out that the institution has long operated with limited resources, to the point of being threatened with power cuts due to non-payment. "ONAS has not failed. It was the resources that were lacking. We need to simplify its missions and involve the private sector more," he suggested, emphasizing that public-private partnerships could accelerate infrastructure modernization.

According to Lassana Gagny Sakho, the problem in the sanitation sector lies not only in infrastructure, but also in governance that is too fragmented among several stakeholders. Ministries, agencies, local authorities, donors, and private operators often intervene in a poorly coordinated manner, which dilutes responsibilities and slows down project execution. He therefore proposes an integrated governance framework, where responsibilities would be clearly divided between the State, the regulator, the asset manager, and technical operators. This clarification would not only improve the efficiency of investments, but also strengthen transparency in the allocation and monitoring of resources.

    Il a été longtemps DG de l'ONAS.

    Ce type a échoué étant patron de l'ONAS. L'un des secteurs où le régime de Macky a échoué c'est dans doute la gestion de l'eau. A chaque fois que Sakho faisait des sorties avant l'hivernage il ne parlait que de milliards. Malheureusement le résultat reste à désirer. On ne peut pas admettre que des zones des PA soient englouties a quelques jets de pierre de la mer.
