Les critiques de GMS contre le Dialogue national et son cadre juridique
The debate surrounding the National Dialogue announced by the Head of State continues to elicit contrasting reactions within the political class and civil society. MP and political activist Guy Marius Sagna has strongly criticized the current mechanism, questioning its relevance and institutional framework.
According to the parliamentarian, the current model of national consultation is based on legal and institutional instruments deemed ill-suited to a profound political transformation of Senegal. He specifically targets the 2016 decree establishing the Steering Committee for the National Dialogue, which he considers outdated.
He also argues that maintaining certain institutional mechanisms inherited from the past could limit the scope of political transformation commitments. "You can't lead a revolution with colonial or neo-colonial tools and instruments. You can't lead a structural transformation of Senegal with tools and instruments that served as a smokescreen to better deceive, especially non-Senegalese actors. President Bassirou Diomaye Faye—but not only him—still hasn't understood this. Unless, in reality, this 'national dialogue' aims at political designs that have nothing to do with the interests of the Senegalese people," says GMS.
According to him, this centralised framework would not reflect genuine citizen participation and would risk reproducing old political logics, far removed from the aspirations for a break with the past held by a part of the political class and civil society.
Guy Marius Sagna argues for a reorientation of political dialogue towards local bodies, particularly municipal and departmental councils and other local governance structures. He believes these frameworks would be more representative and closer to citizens' concerns.
"It was necessary to repeal it and explain to the Senegalese that in the new Senegal, which is a sovereign, just and prosperous Senegal, we do not need a 'national dialogue', a true national deal bringing together national dealers to determine which Senegalese would be excluded or included in the next elections, which Senegalese would justify this to other Senegalese and what talking points would be used to deceive the Senegalese people," asserts GMS.
He is therefore calling for a review of the system, or even the repeal of the 2016 decree, in order to redefine the modalities of political consultation in the country.
