Licences de pêche démersale : coup de théâtre à la Primature
Artisanal and industrial fishing stakeholders have been granted a reprieve regarding the allocation of new fishing licenses for coastal demersal fisheries, following a meeting lasting over four hours at the Prime Minister's office. According to L'Observateur, "the tension was palpable" during these discussions, which brought together industrialists, artisanal fishers, fishmongers, and government representatives to discuss the future of the sector. The same source specifies, however, that Prime Minister Ahmadou Al Aminou Lo, who was scheduled to chair the meeting, was ultimately represented by his Chief of Staff, alongside Amy Mara Dièye, the newly appointed Minister of Fisheries and Maritime Economy, who succeeds Dr. Fatou Diouf.
The organizations present unanimously opposed the project, arguing that it would endanger already fragile fish stocks and jeopardize conservation efforts undertaken over the past twenty years. According to Ibrahima Mar, representative of the National Network of Local Artisanal Fishing Councils (CLPA), “This resource belongs to the nation. It concerns not only industrial fishermen and fishmongers, but also consumers and the entire Senegalese population.” He also warned against overexploitation that would be destructive to the marine environment: “These are not separate species. They live together. If you threaten one, you threaten the others.”
The scientific data presented by the Dakar-Thiaroye Oceanographic Research Center (CRODT) confirms a worrying situation, with several overexploited or threatened species and a marine ecosystem deemed fragile. For those involved in the sector, these results show that "CRODT scientists have never recommended opening up new fishing opportunities," but have only noted the existence of a residual stock. Beyond the ecological losses, fishing professionals have also warned of the risk of international sanctions, particularly from the European Union. They reiterated that Senegal remains under threat of a "yellow card" and that receiving a "red card" would have "extremely serious consequences for the country."
Following discussions, the authorities ultimately decided to temporarily suspend all new license issuances pending a thorough scientific evaluation, while allowing ongoing procedures to run their administrative course. A further meeting is scheduled to make a final decision, which artisanal fishing stakeholders consider a first step forward, though they remain cautious while awaiting concrete decisions. "For now, it's just talk. We now expect action," warned Ibrahima Mar, quoted in the newspaper of the Futurs Médias Group.
