Loi de finances : Mbaye Dione alerte sur la dette et la chute des ressources extérieures
During parliamentary debates on the finance law, MP Mbaye Dione praised an "act of good governance" while calling for in-depth reflection on public debt, the decline in external resources and the financing of investments, particularly agricultural ones.
From the outset, the parliamentarian welcomed the government's budgetary approach, believing that this finance law helps to "align forecasts with actual results." For Mbaye Dione, a budget must above all be "sound," recalling that those with experience in budget management know how crucial the accuracy of the figures is to the credibility of public action.
The MP notably praised the macroeconomic performance presented in the budget document. He highlighted the realistic approach that led to reducing the GDP growth rate, initially projected at 8.28%, to a level more in line with economic realities.
Similarly, he highlighted the maintenance of the tax pressure at 18.29%, while noting a certain easing favorable to economic actors.
However, Mbaye Dione expressed serious concerns about the decline in revenue, which he acknowledged was predictable, but especially about the sharp drop in external resources. "This warrants reflection, and above all, a renewed discussion on the debt," he insisted, calling for a move beyond short-term approaches to a fundamental debate on development financing.
While acknowledging the government's efforts to honor its commitments, the MP argued that relying solely on domestic resources to sustainably finance investments would be unrealistic. In his view, borrowing at concessional rates, supported by a clear strategy, remains essential.
Otherwise, he warned, the consequences will be felt in the level and quality of public investments.
Finally, Mbaye Dione addressed the President's tour, which he praised, while drawing attention to a major issue: the agricultural campaign. He questioned the government about the current level of funding for this campaign and the State's actual capacity to restore the credibility necessary to effectively support rural communities.
