Macky Sall : Du militant anti-FMI au président réformateur, un dilemme assumé
In his book "Africa at Heart" and his confidences on H5 Motivation, former President Macky Sall looks back on his political career, marked by an assumed paradox: that of a youth activist denouncing the dictates of international financial institutions, who became a head of state collaborating with them to transform Senegal.
The time of protest slogans
In the 1980s, like many young Senegalese, Macky Sall became involved in student movements, chanting slogans hostile to the International Monetary Fund (IMF) and its structural adjustment policies. "For that generation, the institution symbolized foreign interference and the sacrifices imposed on African peoples," he recalls. From activism to state management Having become an engineer, then minister, Prime Minister, and finally President of the Republic in 2012, Macky Sall discovered the complexity of the Senegalese economy: debt, budget deficits, investment needs. These constraints brought him back to the IMF and the World Bank, which had become essential for maintaining balance. He then endeavored to co-construct programs aligned with his priorities: infrastructure, education, electrification, and social programs, through the Emerging Senegal Plan (PSE), which illustrates his desire to reconcile economic discipline and development ambition.
The confession of a dilemma
Macky Sall recognizes this shift as a dilemma, even a contradiction. "We are no longer in lecture halls; we are in charge of the state," he confides. The militant fight against the IMF is giving way to a pragmatic dialogue, in the name of the national interest. "This journey is not just mine. It embodies that of a generation of African leaders, who have moved from radical opposition to the pragmatic management of power, navigating between the ideals of independence and the constraints of globalization," he summarizes.
