Mamadou Oury Diallo : « L’Assemblée nationale ne contrôle pas grand-chose »
Invited to the program "Jury du Dimanche" on iRadio, Mamadou Oury Diallo delivered a scathing critique of the National Assembly's role in overseeing public finances. According to the former Treasury inspector, the current debt crisis primarily reveals a major institutional weakness that necessitates sweeping reform. He believes the role of the parliamentary institution must be fundamentally re-evaluated, as its oversight function has largely been stripped of its substance.
Borrowing power without any real counterweight
The former civil servant explains that the finance law authorizes the executive branch to borrow up to a certain limit without establishing a real parliamentary oversight mechanism. He laments that the National Assembly has not equipped itself with practical means to periodically monitor and control these financial commitments.
Unlike the practices of many other countries, Senegalese government borrowing is not subject to systematic parliamentary ratification, leaving the field open to the executive branch.
Mamadou Oury Diallo points out that the President of the Republic or the executive branch can take out loans without anyone being able to verify compliance with the established limits or the acceptability of the contractual terms. According to his analysis, the only effective oversight is jurisdictional in nature and occurs far too late, since it is exercised by the Court of Auditors after the budget has been executed.
A plea for real-time transparency
To remedy this situation, the guest advocates for the implementation of ongoing budget execution monitoring. This would involve, according to him, the publication of quarterly reports, regular bulletins on public debt, and improved public information. Mamadou Oury Diallo concludes by reiterating that the State is accountable to its citizens and must therefore adhere to rigorous transparency and continuous oversight.
