"The Prime Minister noted that the situation of commercial facilities in Senegal, most of which were built from the 1970s onwards, is marked by advanced obsolescence and major security risks," it was indicated this Wednesday in the communiqué from the Council of Ministers, held at the Palace.

Thus, between 2013 and 2024, fifty-three (53) markets recorded one or more fires, illustrating the fragility of the sector, according to its diagnostic analysis which revealed challenges, in addition to governance, on the technical, infrastructural, organizational, environmental and health levels.

 

On this, Ousmane Sonko highlighted the efforts made within the framework of the Market Modernization and Management Program (PROMOGEM), whose Strategic Development Plan covers the period 2025-2029. This plan aims at the restructuring of the 528 existing markets and the construction of 67 new modern markets.

 

He presented the main aspects of the pilot phase before highlighting the challenges encountered. He recommended solutions to give the structure functional agility, greater budgetary efficiency, and a greater capacity to attract innovative financing. These solutions include, in particular, an institutional transformation into an entity with administrative and financial autonomy, a financial allocation of 57.5 billion FCFA over four years under the State's Public Investment Plan (PIP), as well as a revision of the legal framework,” it was reported.

 

Before continuing: "In this context, he asked the Minister of Industry and Trade, in conjunction with the Minister of Finance and Budget and the Minister of Urban Planning, Local Authorities and Territorial Development, to design and implement a network of modern markets across the entire national territory and to ensure the rigorous management of these commercial facilities by local authorities and the national private sector."

    Très sincèrement les Maires ne peuvent pas gérer les marchés à cause de la politique. Il faudra confier les marchés aux autorités administratives ( gouverneur, préfets et sous préfets)qui mettront, à leur tour,des comités de gestion comprenant les maires , qui y tirent des recettes et les services déconcentrés. Chaque marchés aura son directeur nommé par l'autorité administrative qui rendra compte régulièrement à l'Etat sur tous les aspects .
