Ministère de l’Intérieur : Le général Jean-Baptiste Tine passe le relais à Me Bamba Cissé
The conference room to host the handover ceremony at the Ministry of the Interior and Public Security between outgoing Minister Jean-Baptiste Tine and incoming Minister Mouhamadou Bamba Cissé was packed on Monday, September 15. The event, which was scheduled for 3 p.m., finally began at 4:07 p.m. following the arrival of the two protagonists in the room. At the beginning of his speech, General Jean-Baptiste Tine thanked the President of the Republic and his Prime Minister for the trust placed in him for a year and a half. He then thanked his former colleagues for the work carried out during this period, including the modernization of the territorial administration with the aim of making it "closer, more efficient, and more transparent" and the strengthening of daily security. "The successful conduct of early legislative elections, organized peacefully and without dispute, is a concrete illustration of this commitment." "I would like at this time to salute the commitment, competence, and remarkable professionalism of all components of the Ministry of Forces," he declared. Regarding his successor, General Jean-Baptiste Tine warmly congratulated him and reiterated his willingness to collaborate with him for the success of his mission. "Your brilliant career as a lawyer, with more than two decades of experience at the bar, is more than an asset. It constitutes a powerful symbol at a time when our country places justice at the heart of its project. Your recognized expertise in law will be a valuable compass for steering this ministry, which is constantly called upon to find the right balance between the imperative of security and scrupulous respect for the rule of law and public freedoms," he added, assuring that the new minister will find a "competent, loyal, and dedicated" administration.
After this speech, Me Mouhamadou Bamba Cissé took the floor, thanking his predecessor for his "warm and profound" words. In turn, he was full of praise for the general, whom he described as a "monument" and a "reference" for the new generation. "I told him that earlier. I will have to constantly push you (General Tine) to the limit by seeking advice from you. Because I know that from you, light will shine," he assured.
Several lawyers close to the new authority also took part in this ceremony. It was an opportunity for Mr. Bamba Cissé to thank them for their presence and to pay a warm tribute to his colleague, Mr. Cheikh Kouraychi Ba. Reflecting on his appointment, he recalled the honor bestowed upon him and the immensity of his new responsibilities. "Our priority will be to ensure good order, tranquility, and the protection of people and their property. We must further restore order, civic-mindedness, safety, sanitation, and public tranquility. I say this with all due gravity. These objectives will be at the heart of our actions. Discipline, love of the common good, love of the fatherland are virtues that he has brought back to life with a resounding resurgence," declared the new Minister of the Interior. Afterward, he paid tribute to the law enforcement and security forces, the territorial administration, and the ministry's partners, while renewing his confidence in them. He declared: "My door will be wide open to political actors and civil society. I can assure you of my availability and together we will steer the boat to safety."
The ceremony ended with the presentation of gifts to the outgoing minister by his former colleagues.

Le ministère de l’Intérieur est un monstre comme dans tous les pays du monde (Mbaye Ndiaye en son temps avait aussi été une erreur colossale en raison notamment de son émouvant sentimentalisme –que Dieu le garde-).
Le ministère de l’intérieur, c’est toute l’Administration territoriale (Gouverneurs, Préfets, Sous-préfets…) dont beaucoup de membres ont blanchi sous le harnais et ont une expérience à toute épreuve du terrain. Je ne parle pas de la Police avec ses innombrables démembrements, avec des hommes rompus à la tâche. Vous conviendrez avec moi que gérer la Police n’est pas une sinécure en raison de la complexité et de l’importance de sa mission.
A cela il faut ajouter les questions primordiales de sécurité intérieure mais surtout extérieure, la lancinante question des inondations et j’en passe et pas des moindres.
Ben un avocat ? Si talentueux à ce qu’on en dit, le seul résultat sera de lui enlever son sommeil et sa tranquillité (il ne devra pas oublier son portable même quand il prend son bain… C’est une obligation à laquelle il ne saurait déroger).
En tout cas, je lui souhaite du courage pour le temps qu’il aura à occuper cette station ; et je souhaite me tromper dans mon appréciation. Bonne route, Monsieur le Ministre de l’Intérieur… Mais ça ne va pas être facile. Oh !!! non !!!
