Assemblée nationale : La loi sur les députés absentéistes adoptée à 96,21 %
The National Assembly adopted, on Friday, May 8, 2026, Bill No. 10/2026 amending Article 118 of the Rules of Procedure concerning the absences of members of parliament. The bill, sponsored by Mohamed Ayib Salim Daffé and Aïssata Tall, aims to strengthen parliamentary discipline and combat absenteeism in the chamber.
At the end of the vote, 165 deputies were registered; 132 took part in the ballot, including 28 by proxy; 127 deputies voted for, including 28 by proxy; 3 deputies voted against.
The text was thus adopted with 96.21% of votes in favour against 2.27% of votes against.
The reform notably introduces a system for recording absences, graduated sanctions, regulated legitimate excuses, and an adversarial procedure before any sanction.
The text also provides for measures that can go as far as "automatic dismissal" in the event of repeated and unjustified absences, a provision that sparked lively debate in plenary session.
