Prime Minister Ousmane Sonko presented, during the Council of Ministers meeting this Wednesday, April 15, at the Palace of the Republic, a diagnosis of the National Printing Office and the outlines of a planned reform.

Currently an administrative public service under the supervision of the General Secretariat of the Government, the National Printing Office has partial financial autonomy.

The Prime Minister noted that, despite a pool of quality human resources and a range of equipment covering the entire production chain, its performance remains below its potential, due to the inadequacy of its legal status and the weakness of its production capacities.

On the digital front, he recalled that the National Printing Office has developed the "Fatou" application, within the framework of Law No. 2021-21 introducing the electronic publication of the Official Journal.

"In total, the Prime Minister believes that while the National Printing Office, in its public service mission, rests on a foundation of core activities that give it a unique status and an undeniable competitive advantage, weaknesses remain. The Prime Minister concludes that the Printing Office's main mission is limited to the publication of legislative and regulatory texts in the Official Journal (JO), so that its performance falls short of its potential, particularly due to the inadequacy of its legal status and the weakness of its production capacities," according to the document issued by the Council of Ministers.

To address these shortcomings, Ousmane Sonko proposed a reform centered around the establishment of a new governance framework, the adoption of a new economic model supported by innovative financing schemes, a structured partnership with a strategic partner, the gradual reduction of costs related to outsourcing and the adoption of a robust digitalization plan.

    Ce n’est même pas le travail d’un premier ministre. Un département ministériel pouvait gérer ça. On attend d’un premier ministre des stratégies de développement soutenu axé sur les piliers de notre nation. Il devrait au moins se focaliser sur l’emploi des jeunes et la formalisation des secteurs d’activités.
