PACASEN en stand-by : Le député Mbaye Dione exige des réponses sur les 50 milliards gelés

On September 19, MP Mbaye Dione sent a series of written questions to the Minister of Urban Planning, Local Authorities and Territorial Development, Balla Moussa Fofana, on the malfunctions of the Support Program for Municipalities and Agglomerations of Senegal (PACASEN) and the delays in the transfer of essential funds to local authorities. Launched in 2018 with funding of 130 billion FCFA from the World Bank and the French Development Agency (AFD), PACASEN, scheduled to run until 2023 and extended until 2026 with an additional 70 billion FCFA (approved in June 2024), aims to support 125 pilot municipalities in decentralization through performance-based transfers.

Dione questions the minister about the non-remittance of allocated funds, despite disbursements of 50 billion FCFA in 2024-2025: "Are you aware that this amount is still not made available to the municipalities entitled to it, despite the distribution orders that have been issued?" He denounces the almost total halt to the program after four years of implementation, disrupting the investments of the beneficiary municipalities: "Are you aware that this situation is greatly disrupting the investment policy of the beneficiary municipalities, some of whose projects have been on hold since 2024?"

The MP questions the measures to lift this blockage, which impacts the expansion of the program to the other 433 municipalities, and warns of the delays in the Territorial Community Equipment Fund (FECT), the Local Economic Contribution (CEL) and rebates, which are crucial for operating and investment expenses. "Are you aware that because of the delay in the provision of FECT, many local authorities have not made any investment expenditure since the start of the current management?" he asks, emphasizing that many local authorities rely exclusively on state transfers.

With less than three months to go before the budget closes, he is questioning the transfer dates and sustainable solutions to strengthen decentralization. This questioning comes in the context of the extension of PACASEN until 2026 to integrate climate change and lay the foundations for a phase II, as announced in September 2024 by Minister Moussa Bala Fofana.

The 125 pilot municipalities have already received annual allocations through the FECT, but current delays threaten territorial equity and local performance, despite an increase in overall transfers (from 74.6 billion FCFA in 2024 to 79.7 billion in 2025). Dione concludes by hoping for rapid responses to preserve the momentum of decentralization.

    Le maire de Bignona, Bakary Diatta, doit être audité sur l'utilisation de l'argent que son predecesseur lui a laissé pour poursuivre la construction du stade municipal et d'autres infrastructures. Tout est à l'arrêt. Au même moment, deux photos circulent à Bignona. Il paraît qu'il s'agirait d'immeubles que Bakary Diatta aurait achetés à Ziguinchor et Mbour avec de l'argent de la mairie détourné. Vrai ou faux, Bakary Diatta doit être audité.

    "France dégage " et "France Finance via l'AFD". Un vrai dilemme cornélien. Les discours de certaines autorités sénégalaises sont à des années lumières par rapport aux réalités .
    Les préfinancements de l'AFD sont des réalités en Afrique. L'AFD continue de soutenir les politiques publiques au Sénégal. Pour simple curiosité allez sur son site pour visualiser les projets financés ou préfinancés par l'AFD au Sénégal.
