UNDER THE HEADING OF THE PRESIDENT OF THE REPUBLIC'S COMMUNICATION

The Head of State made a statement covering the following points:

Celebration of the 146th edition of the call of Seydina limamou lahi

The President of the Republic began his address by congratulating the General Khalif of the Layene, Mouhamadou Lamine LAYE and the entire Layene community, for the smooth running and success of the 146th edition of the commemoration of the Call of Seydina Limamou Lahi, held on January 19 and 20, 2026.

Senegal's victory at the 2025 AFCON and a tribute to the Lions

The President of the Republic highlighted Senegal's victory on January 18, 2026, as African football champions for the second time, following the 35th edition of the Africa Cup of Nations (AFCON) 2025, held in Morocco. Through this sporting achievement, the Lions have propelled Senegal to the pinnacle of continental football. He reiterated his congratulations to the national coach and players for their commitment, fighting spirit, and patriotism.

After congratulating the president and members of the Senegalese Football Federation and the administrative and technical staff, the President of the Republic also extends his congratulations to the Prime Minister and the entire Government, in particular to the Minister of Youth and Sports, for the effective support and favorable preparation conditions granted to the national team.

The Head of State calls for maintaining the momentum of performance, improving the conditions for coaching, preparing, and supporting the national teams in international competitions, and evaluating Senegal's participation in the 2025 Africa Cup of Nations and the national football championship. Finally, the President of the Republic requests the implementation of the Lions' preparation plan for the 2026 World Cup.

Protection of artists and enhancement of the status of artists and cultural professionals

Given the major role played by artists and cultural professionals in national life, the President of the Republic has instructed the continuation of efforts to improve social security, professional protection, and the working conditions of artists. The Head of State has directed the Government to ensure the scrupulous respect of copyright and related rights, with the effective implementation of the private copying levy system, and to the sustained improvement of the Status of Artists and Cultural Professionals. Recalling that culture remains an essential dimension of the National Transformation Agenda, Senegal 2050, the Head of State has instructed the Minister of Culture and the Secretary of State for Culture, Creative Industries, and Historical Heritage to:

- strengthen the quality of training at the National School of Arts and Crafts of Culture;

- modernize cultural infrastructure and establish the decentralization of cultural action for greater inclusion;

- to ensure the implementation of a national cultural agenda.

The President of the Republic concluded this chapter on the importance of holding the General Assembly on Culture, Crafts and Tourism during the first half of 2026.

Strengthening prevention and the fight against road insecurity

The President of the Republic indicates that modernizing traffic plans, renewing transport vehicle fleets, and improving road safety must remain government priorities. Deploring the increase in fatal road accidents, generally involving transport vehicles and heavy goods vehicles, he calls for the urgent implementation of additional preventative measures to improve road safety. He therefore mandates strengthening driver training and technical inspections, and ensuring compliance with regulations that effectively limit the speed of urban and intercity transport vehicles. In this regard, he invites the Prime Minister to convene a meeting soon to assess the implementation of the recommendations from the National Transport Conference.

Agenda of the President of the Republic

The Head of State informed the Council that he had undertaken a friendly working visit to Kuwait on January 12 and 13, 2026, and had participated in the Sustainability Summit in Abu Dhabi on January 14, 2026. He also mentioned his participation in the inauguration ceremony of the President of the Republic of Guinea, His Excellency Mr. Mamadi Doumbouya, on January 17, 2026, before announcing that he would preside over the formal opening of the Courts and Tribunals on January 22, 2026, and the opening ceremony of the high-level preparatory meeting for the United Nations Water Conference on January 26, 2026.

UNDER THE HEADING OF THE PRIME MINISTER'S COMMUNICATION

The Prime Minister focused his communication on the following points:

Lions win the Africa Cup of Nations

Following the Lions of Teranga's victory, the Prime Minister congratulated the President of the Senegalese Football Federation, his staff, the coach, and the entire national team team, and gave special recognition to the Minister of Youth and Sports. Drawing lessons from this competition, the Prime Minister emphasized the importance of patriotism, social cohesion, methodical approach, rigor and consistency in work, resilience, and perseverance in the face of adversity.

Special Investment and Financing Plan 2026-2028

The Prime Minister presented the Special Investment and Financing Plan 2026-2028, designed to sustainably transform the national productive fabric. Within this framework, the expected and mobilized funding must be rigorously directed towards relevant priorities, both in terms of the transformation objective pursued and the selected areas of intervention. This investment must strengthen the economic engine and human capital, and promote broader inclusion in the growth dynamic through the creation of job opportunities, the improvement of living conditions, and the strengthening of social cohesion and security. For the Prime Minister, the success of this structural transformation will now depend on the ability to unify the efforts of all stakeholders—public, private, local, and technical and financial partners—around a single financing approach, particularly focused on productive sectors.

This Plan is based on three guiding principles:

- the imperative of a coherent, selective and strategic approach to the projects to be financed;

- a massive mobilization of the private sector as the driving force of the transformation to strengthen productive anchoring;

- a public commitment to accountability.

The Prime Minister stressed that the target projects will reach a differentiated stage of maturation by 2028, with some becoming fully operational, such as the Tambacounda Dry Port, the Great Water Transfer, the southern and central Agropoles, the Senegal Gas Network, and the ports of Ndayane and Sendou.

The Prime Minister also indicated that other major infrastructure investments will be launched or continued, such as the Energy Program and digital connectivity, and the revitalization of key national companies like SONACOS, AIR SENEGAL/AIBD, and SN LA POSTE. These investments will be complemented by social infrastructure projects.

For the Prime Minister, this orientation marks a profound overhaul of public investment governance, aimed at immunizing catalytic projects, essential to the development and economic transformation of the country, against the risks inherent in external financing such as cumbersome procedures and suspensions or cancellations linked to exogenous shocks.
