The Council of Ministers was held on Wednesday, October 29, 2025, under the chairmanship of His Excellency Mr. Bassirou Diomaye Diakhar FAYE, President of the Republic.

UNDER THE HEADING OF THE PRESIDENT OF THE REPUBLIC'S COMMUNICATION

The Head of State made a statement covering the following points:

Nation's tribute to Professor Amadou Mahtar MBOW

The President of the Republic began his address by paying tribute to the late Amadou Mahtar MBOW, former Minister and former Director-General of UNESCO, who served Senegal, Africa, and the world. A leading figure whose work and teachings deserve to be widely disseminated, he was honored by the nation with a heartfelt tribute.

To this end, the President of the Republic congratulates the Government, in particular the Ministers in charge of National Education, Higher Education, Research and Innovation, Vocational and Technical Training and Culture, for the good organisation of the tribute ceremony, in perfect communion with the family of the deceased and the foundation on endogenous knowledge, which bears his name.

Systemic transformation of the agricultural, pastoral and fisheries sectors

Regarding the holding of the first meeting of the National Advisory Council for Agro-Sylvo-Pastoral and Fisheries Policy, the President of the Republic congratulates the Government and all stakeholders for their collective mobilization within the framework of consultations and the finalization, twenty (20) years later, through an integrated and forward-looking approach, of consensus-based recommendations and proposals on a new, consolidated draft law for agro-sylvo-pastoral and fisheries policy. He instructs the Prime Minister to take all necessary steps for the upcoming adoption, by the Council of Ministers, of this transformative text and its implementing decrees.

The President of the Republic also calls for strengthening intersectoral coordination and revitalizing professional organizations of farmers, livestock breeders, fishers, and foresters. He further emphasizes the importance of professionalizing agricultural trades, enhancing the skills of young people involved, ensuring the expansion of social protection for those working in the primary sector, and accelerating the necessary land reforms to guarantee sustained funding for the agroforestry and livestock system. In this regard, he instructs the Minister of Finance and Budget, in conjunction with the relevant ministers, to submit pragmatic proposals for establishing an agroforestry, livestock, forestry, and fisheries research and development fund.

Furthermore, he recommends, for the primary sector, reforming the agricultural credit model, improving statistical data collection, strengthening support for working women, accelerating the widespread adoption of digitalization, and streamlining administrative procedures. Finally, he reiterates the imperative for the Government to define an integrated strategy for processing and adding value to local products and a consensual and effective policy for promoting "Buying Local."

Strategic control of public procurement

Considering that the execution of public procurement, in an effective, efficient and transparent manner, constitutes a major opportunity to accelerate economic recovery and revival, the President of the Republic asks the Prime Minister, the members of the Government and the Minister, Secretary General of the Presidency of the Republic, to take all appropriate measures to ensure the execution, in all public and semi-public structures, of the Procurement Plans, in accordance with the mandatory procedures indicated by the Public Procurement Code.

Welcoming the launch of the process of digitizing tender documents by the Public Procurement Regulatory Authority (ARCOP), he asks the contracting authorities to facilitate the implementation of this strategy to optimize the schedule for the execution of contracts and, for each minister, to hold, before the end of 2025, a Conference on the execution of contracts for 2025 and on the planning of those planned for 2026.

Strengthening women's economic empowerment

The Head of State expressed his commitment to the ongoing strengthening of women's economic empowerment. Despite being among the most vulnerable groups, women contribute significantly to development and social stability. He commended the Minister of Family, Social Action, and Solidarity for the rapid and effective implementation of the social safety net program for vulnerable groups, particularly women, in several localities across the country. He therefore instructed the Government to increase the provision of funding to support their income-generating activities and women's groups, and to submit to him, before the end of 2025, a draft framework law on women's economic empowerment.

Agenda of the President of the Republic

The Head of State informs the Council that he will preside over the unveiling ceremony of the mascot for the Dakar 2026 Youth Olympic Games (YOG) and the presentation ceremony for the 5th Galien Africa Prize on Friday, October 31, 2025. Furthermore, on Sunday, November 2, 2025, he will visit the construction sites related to the Dakar 2026 YOG with ministers and representatives of the relevant public and private organizations.

UNDER THE HEADING OF THE PRIME MINISTER'S COMMUNICATION

The Prime Minister presented a statement on the following points:

Monitoring of presidential conventions and agreements

The Prime Minister congratulated the President of the Republic on the strategic importance and quality of the recent visits to Rwanda and Kenya, which reflect the maturity of Senegal's diplomacy and the prominent position Senegal now holds in the African and international arena. During these visits, agreements were signed concerning the strengthening of African value chains, the promotion of skills mobility, and the consolidation of trade between sovereign and equal states. The Prime Minister reiterated that each relevant ministry is expected to take operational responsibility for implementing the commitments stemming from these agreements. The Prime Minister's Office will, in this regard, monitor the execution of the actions undertaken, based on regular reports that will assess progress, identify challenges, and ensure overall coherence. These agreements must translate into concrete projects with tangible impacts for the people.

The Prime Minister informed the Council of the friendly working visit that his counterpart from the Islamic Republic of Mauritania will make to Dakar from November 16 to 18, 2025. Similarly, a technical delegation from the brother country of Sierra Leone, led by the Minister of Energy, will be received from November 20, 2025, for the finalization of negotiations on cooperation in the field of mining and energy.

Strengthening Senegal's credibility

The Prime Minister commended Senegal's representation at the Annual Meetings of the International Monetary Fund (IMF) and the World Bank, held in Washington, D.C., and praised the quality of the Senegalese delegation's participation and the relevance of its contributions. This reaffirmed Senegal's credibility on the international economic stage and strengthened partners' confidence in the country's sound public governance. These discussions paved the way for a new framework for cooperation with the IMF and the World Bank, based on transparency, sustainability, and shared responsibility.

The Prime Minister reiterated his commitment to the requirement of budgetary discipline, transparency and accountability which must remain at the heart of the Government's collective action and which constitutes the condition for macroeconomic stability, strengthening the confidence of partners and preserving our financial and political sovereignty.

Promotion of the national private sector

The Prime Minister indicated the President of the Republic's commitment to making the national private sector a central driver of Senegal's economic and social development, as expressed in his first address to the nation on April 3, 2024, and reiterated at the Council of Ministers meeting on September 3, 2025, notably with the upcoming launch of the "SUNU CHAMPIONS" initiative. The Prime Minister emphasized that the private sector has been fully involved at every stage of the implementation of the National Transformation Agenda Senegal 2050 and the Economic and Social Recovery Plan (PRES). He commended the national private sector's willingness and commitment to meet the challenges related to wealth and job creation, as well as the vocational training of young people, and to contribute to establishing a climate of peace and stability in the country. The private sector is willing to be the State's main ally for investments in priority sectors and the promotion of territorial industrial hubs and priority value chains and sectors, which are key axes of government policy.

For the Prime Minister, it is essential to build a strong alliance between the State and the national private sector, with the aim of fostering true economic champions capable of contributing to Senegal's transformation, for the benefit of businesses and households. To achieve this, the national private sector must become more structured, at a time when the State has already begun reforms to create a suitable legal and institutional environment for investment.

In doing so, the National Pact for Social Stability constitutes a valuable instrument for the preservation of social peace, supported by incentive-based accompanying measures and facilitation for access to land and public procurement, with national preference clauses.

The Prime Minister concluded his address by asking ministers and secretaries of state to focus on promoting a new mindset within the administration, emphasizing support for investors, particularly the national private sector, ensuring public transparency, and making extensive use of digitalization in critical decision-making processes within the administration.

UNDER OTHER COMMUNICATIONS

-The Minister of Youth and Sports gave a presentation on the training camps for athletes, in preparation for the Youth Olympic Games-Dakar 2026 and the project to set up a High Performance Sports Centre;

The Director General of ARCOP gave a presentation on public procurement procedures.

UNDER LEGISLATIVE AND REGULATORY TEXTS

The Council examined and adopted:

-the draft decree relating to the terms of application of law no. 2025-12 of 03 September 2025 establishing the National Office for the Fight against Corruption (OFNAC);

-the draft decree implementing law no. 2025-13 of September 3, 2025 relating to the declaration of assets;

-the draft decree implementing law no. 2025-14 of September 4, 2025 concerning the status and protection of whistleblowers;

-the draft decree setting out the rules for the organization and operation of the National Commission for Access to Information (CONAI).

UNDER INDIVIDUAL MEASURES

The President of the Republic has made the following decision:

Mr. Demba TRAORE, Magistrate serving at the Supreme Court, payroll number 601 590/K, is appointed Director General of Land Use Monitoring and Control, replacing Colonel Amadou Ousmane BA.
