Réforme constitutionnelle : Le PDS exige un référendum et appelle à une large concertation nationale
The Senegalese Democratic Party (PDS) has expressed its firm opposition to any constitutional reform undertaken without broad national consensus. In a statement released on June 27 in Dakar, the PDS responded to the proposed constitutional revision put forward by the Pastef parliamentary group, advocating for an approach based on dialogue and public consultation.
For Abdoulaye Wade's party, the Constitution represents much more than a simple legal text. It constitutes the bedrock of the Republic, the foundation of the rule of law, and the expression of the sovereignty of the Senegalese people.
In this regard, the PDS believes that any major amendment to the fundamental law cannot be decided without an inclusive national consultation bringing together all political forces, civil society organizations and other components of the nation.
The Liberal Party points out that Senegal has always prioritized dialogue and consensus-building when undertaking major institutional reforms. According to the party, this republican tradition has largely contributed to the stability of institutions and the preservation of national cohesion.
The PDS also warns against any revision of the Constitution dictated by immediate political considerations. The party believes that the organization of public powers should not be modified according to the prevailing power dynamics and insists on the need to preserve the supreme and enduring nature of the Constitution.
Regarding the procedure, the PDS believes that a referendum remains the most legitimate way to validate a constitutional reform of this magnitude. It recalls that the 2001 Constitution, adopted under the presidency of Abdoulaye Wade, received its legitimacy following a popular consultation. For the PDS, only a new, direct expression of popular sovereignty could now confer comparable legitimacy on such a profound revision of the institutions.
In conclusion, the Liberal Party calls for the mobilization of the nation's vital forces in order to defend the Constitution, preserve the rule of law, and guarantee the continuity of the foundations of the Republic.
