Réformes annoncées de la diaspora : Les remèdes proposés manquent de mécanismes concrets (Talla Sylla)
“In December 2011, I already offered a vision for our compatriots abroad. Fourteen years later, as the State announces reforms, I observe that the essential work remains to be done. While the diagnosis made by the President of the Republic is correct, the proposed remedies lack concrete mechanisms.”
These remarks are from the president of the Jëf Jël / Jàmm ak Naatange party, Talla Sylla, who, through a statement on the theme: "Diaspora 2025: moving from the status of donor to that of decision-maker", considers that "the diaspora is not asking for charity or simple administrative facilities; it is asking to be integrated into the governance of the nation".
The former mayor of Thiès has updated his proposals for 2025, which he says are "pragmatic and immediately applicable".
"1. GOVERNANCE: Competence before political affiliation"
The announcement to "mobilize talent" must not remain just wishful thinking. I reiterate my key proposal:
* International call for applications: The positions of CEOs of national companies and strategic agencies must no longer be political rewards. They must be subject to open calls for applications, accessible to all Senegalese, including and especially those in the diaspora who have acquired global expertise. This is the only way to instill a results-oriented culture into our administration.
2. ECONOMY: Creation of the Diaspora Investment Bank (IDB-Senegal)
The idea I put forward in 2011 of a dedicated financial institution is more urgent than ever. It's no longer just about microcredit, but about safeguarding assets.
* Popular shareholding: A bank whose capital is 90% owned by the diaspora through diffuse shareholding.
* Priority mission - Secure Housing: This bank will act as a trusted third party for real estate, guaranteeing that the funds sent to build a house are not misappropriated and that the land is legally secure.
* Industrialization Fund: To direct diaspora savings not only towards current consumption, but towards investment capital in transforming Senegalese SMEs.
This financial mechanism would be meaningless without infallible legal security. That is why the IDB-Senegal will rely on the Blockchain Cadastre. This "incorruptible digital notary" technology will certify each land title financed by the bank, technically preventing any double sales or disputes. It is the "Bank + Technology" combination that will restore confidence.
3. SOCIAL: The "portability" of social protection
It is unacceptable that a Senegalese person who has contributed all their life in Europe or America should find themselves without health coverage upon retirement in Senegal.
* Universal social security convention: Immediate launch of aggressive bilateral negotiations to allow the transfer of pension and health insurance rights to the Senegalese system.
* Extension of health coverage: Allowing emigrants to subscribe, from abroad, to direct health coverage for their parents remaining in Senegal, managed by the IDB-Senegal, without going through informal intermediaries.
4. MOBILITY AND ECOLOGY: Responsibility rather than restriction
Regarding imported vehicles, strict age restrictions are a punitive and outdated approach.
* Vehicle inspection as the sole criterion: We will replace the age limit with a strict requirement for technical and environmental compliance. If a vehicle is in perfect condition and pollutes less than a poorly maintained new vehicle, it should be allowed to enter the market. This boosts purchasing power while protecting our air quality.
5. REPRESENTATION: E-democracy
The "Advisory Council" is a thing of the past. In the digital age, the same blockchain technology that secures your land will also secure your voice.
* Remote voting and consultation: Implementation of a secure platform (Blockchain) allowing the diaspora to participate in national consultations without having to travel thousands of kilometers to a consulate.
* The "digital one-stop shop": Beyond the issuance of passports, this one-stop shop should allow the creation of a company in Senegal in 24 hours from New York, Paris or Tokyo, with an incentive tax status for the first 5 years ("Diaspora Investor Status").
Senegal cannot develop by leaving its best and brightest behind. In 2011, I said that the diaspora was a lever. In 2025, I affirm that it is the engine. These proposals are not promises, they are contracts for the future that I am ready to sign with every Senegalese living abroad.
