The debate surrounding the bill amending Article 319 of the Penal Code concerning homosexuality sparked heated exchanges in the National Assembly. During the session dedicated to examining the text, MP Abdou Mbow accused the government of "deceiving" the Senegalese people.

According to him, the government led by Prime Minister Ousmane Sonko has failed to keep one of its major campaign promises: the explicit criminalization of homosexuality. The parliamentarian believes that the proposed amendment to Article 319 does not reflect the commitments made to the people.

These remarks quickly drew a firm response from Mr. Abdoulaye Tall, chairman of the Law Commission. In his reply, the MP pointed the finger at the opposition's own record.

He argued that former leaders, particularly ex-President Macky Sall and his regime, had already faced this debate during their time in power. He recalled that at the time, under international pressure, Macky Sall had told former US President Barack Obama that "Senegal was not ready" for legislative changes on this issue.

Mr. Tall went further, asserting that the phenomenon had flourished during the twelve years of the previous regime. In this context, he said he was not surprised by the preliminary question raised by Abdou Mbow, seeing it as a political stance rather than a substantive debate on the content of the text.
