Salaires et avantages : Ce que l’Etat "verse" vraiment aux ex-ministres
The Republic does not abandon its ministers at the end of their term. On the contrary, it supports them financially for six months, while they properly reconnect with their normal lives.
In April 2018, the case caused a stir. Thierno Alassane Sall was accused of having collected his ministerial salary up to nine months after leaving the government on May 2, 2017. The former Minister of Energy, who revealed his evidence to defend himself, was false. In a letter addressed to the then Director of Payroll on March 13, 2018, the current leader of the Republic of Values had clearly indicated that “three months of salary had been transferred by mistake.”
Having left his post as Minister in May, his emoluments should have stopped in November. However, the transfers continued. And the former minister informed his interlocutor that it was on March 12 that he noticed that the salary transfers continued until the end of February. This corresponded to a surplus of 9.6 million CFA francs. An amount that was then reimbursed via a check sent by Mr. Sall to the Treasury.
Support for one semester
At the time, the controversy, with its political overtones, was brief, but it shed concrete light on the salary treatment received by former ministers. Because, when members of the government are dismissed from their duties, they do not abruptly stop receiving their emoluments. For a half-year, they will receive the salary that the Republic has been paying them until now.
“When a minister leaves, they keep their salary for six months. The goal is to allow them to find a new job without a break. It's a kind of support that ends after six months,” a former senior payroll official explained to Seneweb. For example, Ousmane Diagne, Mountaga Diao, and General Jean Baptiste Tine will continue to receive the same salary until February. “They'll receive their last ministerial salary in February. After that, it's over,” our source explained.
Around 17 million CFA francs
Since the salary of a government member is 2.9 million CFA francs (plus 1 million in housing allowance), according to former minister Abass Fall, they will therefore be paid 17.4 million CFA francs during the six-month period following their defenestration. However, at the end of their term, all salary-related benefits cease. Even official housing must be vacated, explains our source.
“For directors, it's immediate. After the handover, it's over. But for the minister, it's somewhat normal since it's linked to their position. Because you're forced to drop everything and devote yourself exclusively to the position. You sometimes leave an international or private position. That's kind of the philosophy,” he explains.
What is happening elsewhere
Indeed, this practice is not limited to Senegal. In France, for example, it is regulated by Ordinance No. 58-1099 of 17 November 1958, establishing the organic law for the application of Article 23 of the Constitution. This clearly states that “upon termination of his or her government duties, the member of the Government to whom the provisions of Articles 2, 3 and 4 above have been applied shall receive compensation equal to the salary allocated to him or her as a member of the Government. This compensation shall be paid for three months, unless the person concerned has previously resumed paid employment.”
And so, 9,440 euros gross are paid to the outgoing minister, over a period of 3 months. Unlike in Senegal, where the payment is made over a period of 6 months.

Y en a qui sont tellement haineux qu'ils en perdent leur cervelle.
Même si une entreprise licencie un employé, elle doit lui payer des indemnités.
Si une personne quitte son travail pour être ministre, on ne peut pas le démettre et le laisser comme ça sans indemnité.
Ce ne serait même pas sérieux.
C'est ça la vraie question.
