Rationalisation des dépenses de l’État : Vers la suppression de 19 entités du secteur parapublic
Prime Minister Ousmane Sonko announced on Wednesday in the Council of Ministers the upcoming elimination of 19 entities in the parapublic sector, as part of the rationalization plan undertaken by the government.
Recalling his speech of February 21, 2026 at the National Assembly, during the session devoted to current affairs, the head of government stressed that this measure is part of a logic of modernization of the Administration, reduction of the State's standard of living and optimization of public spending, if we rely on the communiqué from the Council of Ministers.
According to the findings of the working group established to audit the semi-public sector, the same source reports that the 19 entities concerned had a combined budget allocation of 28.051 billion FCFA and an estimated annual payroll of 9.227 billion FCFA in 2025, for a total workforce of 982 employees. Their total debt stood at 2.6 billion FCFA as of December 31, 2024.
In addition to these eliminations, the report recommends the repositioning of 10 other entities, through the redefinition of their mission, the revision of their legal framework and the updating of their intervention model.
According to the Prime Minister, as quoted in the press release, this operation is expected to generate cumulative net budget savings estimated at at least 55 billion FCFA over the next three years. He also mentioned the transfer of assets from the dissolved entities and the planned social support measures, including staff redeployment and the management of legal disputes.
An inter-ministerial committee will soon be set up to oversee the implementation of the Rationalization Plan.
Furthermore, Ousmane Sonko stressed the need to improve governance in the parapublic sector, particularly through control of staff and salaries, harmonization of salary scales and strengthening of control and evaluation mechanisms.
