Le PS dénonce une “double imposition déguisée” et met en garde contre les dérives financières du gouvernement
The Socialist Party (PS) took to the streets this weekend to warn the public about what it calls the government's "dangerous financial excesses." In a statement released to the press and signed by its spokesperson, Abdoulaye Vilane, the political party firmly rejects the proposed tax on money transfers, as well as the initiatives related to Diaspora Bonds and Patriotes Bonds.
Transfer tax deemed “unfair and ineffective”
The government is reportedly considering introducing a tax of 50 CFA francs for every 10,000 CFA francs transferred between citizens. The Socialist Party calls this measure “double taxation.”
"This money has already been subject to income tax, social security contributions, VAT, and other levies. Taxing it again when it circulates from one citizen to another is like taking money twice from the same amount," says Abdoulaye Vilane.
Beyond the fiscal aspect, the Socialist Party highlights the risk of a weakening of family and community solidarity, considered a pillar of survival for millions of Senegalese households.
According to the press release, such a tax would hit low-income households the most, risk pushing citizens into informal channels, and reinforce mistrust between the state and the population.
Ghana's example held up as a warning
To support its position, the Socialist Party cites the case of Ghana, which attempted to apply a similar tax on electronic transfers (the “e-levy”).
“Expected revenues collapsed, the population rejected the measure, and transactions plummeted. What was supposed to be profitable ultimately impoverished citizens and undermined trust in the state,” the text recalls.
Diaspora Bonds and Patriot Bonds: “an economic heresy”
The Socialist Party also warns against government plans to launch Diaspora Bonds and Patriot Bonds, which it sees as a shift of the Treasury towards the role of a commercial bank.
“By seeking to capture the savings of households and businesses, the state is diverting resources normally intended for productive investment and consumption. This is unfair and economically dangerous competition,” emphasizes Abdoulaye Vilane.
The party believes that these mechanisms amount to "taking away income that has already been taxed again", while weakening banks and businesses that should, on the contrary, be supported.
A call for fairer taxation
True to its ideological line, the Socialist Party reiterates that its priority remains the fight against inequality. It calls on the government to abandon these avenues and focus its efforts on:
the fight against tax evasion by large companies,
the removal of exemptions deemed abusive,
the fight against corruption,
and broader consultation with civil society and economic actors.
“Taxing family remittances means taxing the same income twice. Launching Diaspora Bonds or Patriot Bonds means diverting national savings and weakening the economy,” summarizes Abdoulaye Vilane.
The Socialist Party finally calls on the executive to establish a taxation system based on justice and trust, rather than a system perceived as “an instrument of predation”.

Une opposition ne doit toujours être dans la critique mais elle une force de proposition et d’idées

Mais voilà en politique , tous les moyens sont bons pour se faire entendre .
