Alliance des syndicats autonomes de la santé (ASAS) : And Gueusseum enclenche un 7e plan d’action et durcit le ton
The standoff continues between the government and the Alliance of Autonomous Health Unions (ASAS)/And Gueusseum. In a press release issued on February 15, 2026, in Dakar, the union platform announced the launch of its 7th action plan, scheduled from February 14 to 28, 2026, to demand the resolution of outstanding social issues in the health sector.
At the heart of their demands is the granting of housing allowances to contract workers in public health facilities and to local government employees in the health sector. The union is also calling for the completion of the regulatory framework governing career transitions, a point deemed crucial for the career advancement of the employees concerned.
A movement that was "widely followed"
According to And Gueusseum, the evaluation conducted on February 14, 2026, "confirms the consistency of the scores and the undeniable success of the strike," despite the statements of the Minister of Public Service. The latter reportedly claimed that there was no strike in the health sector, believing that the demands had been met.
The union coalition categorically rejects this position, denouncing what it calls the authorities' "denial" and "open contempt." It accuses the government of inaction and of deliberately allowing the situation to fester, despite the disruptions experienced by users of healthcare services.
Towards a radicalization of the movement
Faced with what it considers a failure to respect commitments made, And Gueusseum announces a radicalization of the struggle. This will take the form of rolling strikes, departmental sit-ins, the boycott of certain health programs, and field activities.
The 7th action plan includes a 48-hour strike on Thursday 26 and Friday 27 February 2026; departmental sit-ins from 16 to 28 February 2026; "à la carte" general mobilization assemblies from 14 to 28 February 2026 and a general evaluation on 28 February 2026.
ASAS holds the government responsible for any escalation and its "immeasurable consequences", while calling on contract workers to demonstrate "resilience and commitment" in continuing the fight.
Unless there is a swift resolution, the health sector could experience further disruptions in the coming days, in a context already marked by persistent social tensions.
