Marginalisation de l'action sociale : Mballo Dia Thiam avertit Ousmane Sonko

The Single Union of Health and Social Action Workers (SUTSAS) is sounding the alarm over what it considers the progressive marginalization of social action in Senegalese public policies. In an open letter addressed to the Prime Minister, its Secretary General, Mballo Dia Thiam, calls for "a truly social budget" and an urgent revaluation of the sector. SUTSAS recalls that the 2008 National Conference on Social Action led to significant progress. These include the adoption of the Social Orientation Law, the ratification of the International Charter on the Rights of Persons with Disabilities, the passage of the Family Orientation Law, and the establishment of a fund dedicated to financing projects for people with disabilities.

But sixteen years later, the union deplores an insufficient record: "out of an estimated target of 2.7 million people with disabilities, only 100,000 have received the equal opportunities card since its launch in 2014." The recent separation of Social Action from the Ministry of Health, after 14 years of integration, is considered "disappointing" and contrary to an overall strategic vision. "This institutional migration reflects a lack of vision and complementarity between health and social action," the letter criticizes. The union also points to "the multiple administrative duplications between the National Solidarity Delegation, the Ministry of Community Development, and the Ministry of the Family," which, according to it, "have emptied the General Directorate of Social Action (DGAS) of its levers of action."

The feared consequences

For SUTSAS, the withdrawal of social action from MSAS could have several negative impacts: a weakening of the integration of social determinants into health policies; a delay in the application of the rights provided for by the 2010 social orientation law; increased fragility of vulnerable populations (children, women, the elderly and the disabled).

Four urgent measures proposed

Furthermore, the union calls on the State to reposition social action as a cross-cutting pillar of public policies; to strengthen the DGAS budget, currently limited to 3.5 billion CFA francs out of 5,000; to review the social and family orientation laws and to adopt the expected texts on traditional medicine and blood transfusion: to territorialize social interventions in line with the National Transformation Agenda.

“A lever of national stability”

For Mballo Dia Thiam, social action must be considered a factor of human dignity and a lever of national stability, and not as a mere appendage of the Ministry of Family. "Senegal's delays in social development are not due to a lack of texts or good intentions, but to chronic institutional instability and a lack of resources," concludes the union, which urges the government to return "to the fundamentals."

    L'essentiel est que le changement de tutelle ne soit pas un délaissement de l'action sociale, c'est ce qui importe.

    Mais ces gens là. E vont pas à la retraite. Il n’y qu’au Sénégal ou des travailleurs sont dirigés par des non travailleurs.
    Par ailleurs, s’il fallait un ministère pour chaque activité ( action sociale, femmes, secteur informel, etc…) , bien qu’elles soient importantes, on ne s’en sortirait pas. L’important est la vision, peu importe le nom

    Personne ne respecte l'action sociale dans ce pays. Sauf pour la politiser. C dommage qu'après 15 ans d'intégration, on jette tout à l'eau. On n'a consulté personne et on n'a même pas évalué les impacts.
