Matam : Le chantier de l’hôpital d’Ourossogui à l'arrêt, un contentieux entre l'État et l'entreprise Ellipse en cause
The people of the Matam region will have to wait even longer. Construction work on the level 2 hospital, located in the commune of Ourossogui, has been completely stalled for almost two years. Initially scheduled for completion 18 months after its launch in June 2021, the healthcare facility is now at the center of a legal battle.
During a field visit to the region, the Minister of Infrastructure, Déthié Fall, clarified the reasons for this prolonged interruption. According to the minister, the blockage stems from a profound disagreement between the Senegalese government and the Ellipse company. "The construction site was halted after a formal notice demanding that work resume in accordance with established standards," he explained.
The minister revealed that the case has taken a legal turn. "The company's response is currently being processed by the Ministry of Justice. Following this review, we will know what action to take in this extremely serious matter," stated Déthié Fall.
It should be noted that this hospital project is a special case: it is the only health construction project included in a portfolio of constructions mainly managed under the aegis of the Ministry of Justice, which also includes courthouses and penitentiary establishments.
The minister also pointed out other serious shortcomings on various construction sites in the region. "There are prisons where deficiencies have been noted in the quality of the work carried out. Even on buildings that have already been delivered and are occupied, we have identified defects," he lamented.
In light of these documented irregularities, a formal notice was issued to the company in question, demanding immediate compliance. In collaboration with the State Legal Agent (AJE), the government is currently examining the necessary procedures to resolve this dispute, which, according to the minister, "is extremely costly for the State."
