Tensions are escalating in the healthcare sector. The And Gueusseum–SATSUS coalition has announced a new 48-hour strike across the country on December 23rd and 24th. This decision follows the government's continued failure to take concrete action in response to union demands, despite what has been described as a historic mobilization following the evaluation of the coalition's second action plan.
According to the junta, the 48-hour strike saw mobilization ranging between 85 and 98% in nearly 1,000 health posts out of 1,300, 75 health centers out of 79 and 40 hospitals out of 46.
Union officials consider this performance to be proof of the union's undeniable leadership in the health sector.
Despite strict adherence to emergency and minimum service requirements during the previous strike, many healthcare facilities operated at a reduced capacity. The coalition commended the commitment and discipline of healthcare workers, which it described as a legitimate fight for justice and social equity.
Social dialogue at a standstill
The meeting between the government and the unions, held on Friday, December 12, under the chairmanship of the Director General of the Civil Service (DGFP), failed to make any progress on the issue. The Ministers of the Civil Service, Health, and Finance were once again conspicuously absent, a situation denounced as recurring by the unions.
For the unions, this absence reflects a lack of political will, especially since key demands have gone unanswered. No concrete commitments were made following the discussions.
Among the main sticking points is the decree integrating senior technicians into the A2 hierarchy, which was adopted in the Council of Ministers on November 19, 2025, but is still awaiting presidential signature.
Added to this is the lack of information on measures with financial implications and the persistent blockage of regulatory texts relating to career plans, which are still pending at the General Secretariat of the Government or the Ministry of Health.
The union also alerted the authorities to the actions deemed "retrograde and 'conflict-generating'" by the Director General of the ARP, which it believes could compromise Senegal's level 3 maturity in the short term and provoke new union tensions.
A strike without minimum service has been announced.
Faced with this situation, the union coalition has decided to launch a third action plan, including a 48-hour strike on December 23 and 24. Emergency services will be provided exclusively by staff wearing red armbands, but minimum service will not be maintained. An evaluation of the action is scheduled for Friday, December 26, 2025, at 4:00 p.m.
While welcoming the DGFP's proposal and agreeing to participate in the next meeting scheduled for December 19, the unions' united front now makes dialogue contingent on the actual presence of the relevant ministers, the only ones capable of guaranteeing concrete decisions. "Tired of endless and unproductive meetings," the union representatives state that they now expect nothing but action.
