Santé : Le Budget 2026 en baisse de 18,73 % pour recentrer les missions essentielles
The 2026 budget proposal for the Ministry of Health and Public Hygiene (MSHP) was adopted this Saturday, November 15, 2025, despite a significant reduction in its allocation. Minister Ibrahima Sy defended a refocused budget aimed at strengthening healthcare performance and the resilience of the system.
The MSHP budget for the 2026 financial year is set at 217.28 billion CFA francs, a decrease of 50.09 billion CFA francs (-18.73%) compared to 2025.
This contraction is mainly explained by two institutional and financial factors: the transfer of social action structures to the ministry in charge of national solidarity, redefining the scope of the MSHP; the end of several major programs financed by external partners, notably the Health/USAID program, whose disbursements are no longer counted in the 2026 budget.
Despite this decrease in payment credits, Commitment Authorisations (CA) amount to 274.28 billion CFA francs, confirming the maintenance of investments and multi-year commitments in the sector.
Minister Ibrahima Sy affirmed that the objective remains to maintain a high level of performance by refocusing efforts on public health. The priorities for 2026 are as follows:
Quality of Care: Improve reception, availability of medications and biomedical equipment in healthcare facilities.
Infrastructure Modernization: Continue the modernization of hospitals, particularly in underserved regions and rural areas.
Proximity: Develop local health services through the rehabilitation and expansion of health posts and centers.
Social Programs: Strengthening maternal, infant and reproductive health with a view to universal health coverage.
Prevention: Strengthen public hygiene, epidemiological surveillance and preparedness for health emergencies.
The 2026 budget is seen as a tool to accelerate structural reforms. The Ministry of Health and Public Health (MSHP) is now better positioned to focus its resources on hospital reform, improving technical infrastructure, and combating communicable and non-communicable diseases.
The strategy is clear: to build an effective, equitable, and sustainable healthcare system accessible to all. "Health remains a pillar of stability and development. Our commitment is to strengthen a more resilient healthcare system centered on the needs of the population," the minister concluded.

Je ne comprend qu'on puisse baisser le budget de la santé et augmenter celui de l'environnement.
