Secret médical vs Santé publique : Le plaidoyer d'Adji Mergane Kanouté sur la gestion du VIH
Information management concerning people living with HIV is at the heart of a passionate debate in Senegal. Adji Mergane Kanouté (AMK), former member of parliament and a leading figure in the Coalition Together for Tomorrow, is raising the alarm about the risks associated with the public disclosure of individuals' HIV status.
For the former parliamentarian, this issue must be analyzed from two perspectives. On the one hand, medical confidentiality is essential to protect citizens. She emphasizes that uncontrolled disclosure can turn the lives of patients into a nightmare, citing consequences such as family rejection or the marginalization of children at school. According to her, "disclosing one's HIV status can transform an HIV-positive person into a walking danger to society," because psychological distress and social discrimination can push the individual toward extreme marginalization.
On the other hand, AMK acknowledges that non-disclosure can pose a public health challenge. It believes that a malicious individual could, by concealing their condition, contribute to increased transmission within the community. Faced with this dilemma, the solution lies in a restricted circle of confidentiality. It advocates that only those directly involved, such as healthcare personnel, investigators, and spouses, be involved in information management.
This approach prioritizes close collaboration to invite "contact cases" for testing, while avoiding public disclosure. For Adji Mergane Kanouté, the challenge now is to reconcile the protection of privacy and collective responsibility, in order to wage an effective fight against HIV without destroying the social fabric.
