The team of pharmacist inspectors from the Senegalese Pharmaceutical Regulatory Agency (ARP) broke its silence with an official statement to provide clarifications on the inspection carried out at the Softcare SN Company Limited factory.
In their statement, the inspectors indicate that press release no. MSHP/ARP/DG/CELCOM, dated December 16, 2025, and relating to the company Softcare, does not accurately reflect the findings of the follow-up inspection carried out at the production site. The pharmacist inspectors specify that on December 16, 2025, a joint inspection mission, led by the Director of Pharmaceutical Inspection, Market Surveillance and Vigilance (DISV), was underway at the Softcare site, in collaboration with the National Gendarmerie.
At this stage, the mission report was neither finalized nor closed, much less submitted to the General Management for transmission to the company concerned. The inspectors therefore believe that the press release issued at that time could in no way prejudge the content of the official report. Contrary to the assertions relayed in the contested press release, the inspectors emphasize that the official technical report, signed and submitted after review of the files, site visit, and interviews with Softcare's management, unequivocally confirms the non-conformities noted during the previous inspection. Among the shortcomings noted is the presence of expired raw materials in the manufacturing process of diapers and sanitary napkins intended for the public, a fact deemed concerning for public health.
Faced with this situation, the pharmacist inspectors reiterate that only technical reports validated by the relevant DISV (Directorate of Veterinary Services) are legally binding and serve as the basis for assessing the compliance of pharmaceutical establishments. Consequently, they confirm that the withdrawal of Softcare products from the market remains in effect until the factory is fully compliant.
In conclusion, the team of pharmacist inspectors renews its firm commitment to the protection of public health, strict adherence to regulatory requirements and scientific rigor in the performance of its duties.
