Cité Apix : Après quinze ans d’attente, les habitants réclament leurs titres de propriété
The residents of the Apix estate, gathered around their inter-neighborhood committee, held a press briefing to denounce a situation they describe as "prolonged injustice." Since their resettlement in 2010, following expropriation linked to public utility projects (Diamniadio station and restructuring of Pikine–Guédiawaye), they are still waiting for their property titles to be issued.
Despite the state's commitments, the displaced people say they have only received acts of conciliation and non-appeal, even though the protocol provided for the granting of proper land rights. "We have been chasing our papers for over fifteen years. Meanwhile, third parties, appearing out of nowhere, are being granted titles to our own plots, with the complicity of certain corrupt officials," denounced the president of the inter-neighborhood committee, Amadou Lamine Dia.
According to figures provided at the press briefing, the site covers 92 hectares, including 2,039 houses, as many residential plots, as well as community infrastructure (schools, health centers, markets, recreational areas). But beyond the administrative delays, residents are most concerned about the climate of uncertainty that weighs on their land future.
Presidential Deputy Macodou Fall, for his part, points to "the human consequences of this situation." Many families are now divided due to the lack of legal titles, complicating inheritances and depriving children of the security of their assets, according to him. "Fifteen years in a man's life is enormous. Many of our elders left without seeing this matter resolved," recalled a neighborhood representative.
Residents are calling on President Bassirou Diomaye Faye and his Prime Minister Ousmane Sonko to intervene quickly to bring this matter to a successful conclusion. "We are legalists. But if nothing moves forward, we will move to the next level," they warned. They also reaffirmed their commitment to prioritizing dialogue with the state.
The area's MP, Yongar Dionne, who was present at the meeting, also expressed his support and promised to support the people in this fight, which they believe is legitimate. "The right to property is guaranteed by the Senegalese Constitution. These families have the right to obtain their papers," he declared.
For the mayor's representative, Babacar Diop, dialogue is emphasized, but the municipality supports the population in the process. Pending a favorable outcome, the Apix estate remains mobilized to preserve its initial master plan and prevent any attempts at dispossession.
