Casamance : Bassirou Diomaye Faye au chevet des chantiers inachevés avec un plan de 53 milliards
President Bassirou Diomaye Faye is expected in Casamance from December 20 to 25, 2025, for an economic tour with multiple objectives. Between peace consolidation and structural recovery, the Head of State arrives with the "Diomaye Plan for Casamance," a 53 billion FCFA package intended to transform a region where the shadow of unfinished projects from the Macky Sall era still looms large.
This visit, beyond its symbolic significance, marks a concrete step in the implementation of the presidential vision for the south of the country. Of the 53 billion CFA francs mobilized, 22.6 billion have been allocated for 2024, while 30.9 billion will be deployed in 2025. This financial support targets key sectors such as food sovereignty, the financing of Agricultural Production Intensification Companies (SIPA), and the opening up of rural areas. A major social component is also planned to provide material and financial support to populations displaced by the conflict.
Sédhiou: the bitterness of the "concrete skeletons"
However, in the Sédhiou region, enthusiasm is tempered by heightened citizen vigilance. While the previous administration left behind notable infrastructure projects such as the Marsassoum bridge and the regional hospital, many projects were left as mere promises or abandoned construction sites. Completing these unfinished legacies is President Diomaye Faye's main challenge in the Pakao region.
Among the urgent needs identified by the population is the Open Digital Space (ENO) in Sédhiou. A long-delayed project, stalled for years, this initiative deprives students of a modern workspace. In the transport sector, the completion of the Pakao Loop, launched with great fanfare in 2023 but never implemented, has become an absolute priority for farmers and transporters struggling to get their produce to market.
The challenge of execution
Expectations are just as high regarding local infrastructure. Several youth centers and sports fields, begun under the previous administration, are still awaiting completion, reinforcing a sense of abandonment among local youth. For the residents of Sédhiou, this visit must not be limited to a new assessment, but must mark the beginning of a rigorous implementation phase.
The stakes of this economic tour are therefore high: to transform the 53 billion CFA francs of the Diomaye Plan into tangible realities. The Head of State will have to reassure the region by removing the administrative and financial bottlenecks that have hampered its progress. For Sédhiou, the goal is to definitively shed its status as the "poor relation" and establish itself as a true development hub in the heart of the natural Casamance region.
