État civil : Le Ministre Moussa Balla Fofana présente un argumentaire religieux à Serigne Bassirou Mbacké Abdou Khadr
On Monday, December 29, 2025, the Minister of Urban Planning, Local Authorities, and Territorial Development, Mr. Moussa Balla Fofana, presented a religious argument on civil registration to Serigne Bassirou Mbacké Abdou Khadr, spokesperson for the General Caliph of the Mourides, Serigne Mountakha Mbacké. This initiative by the National Association of Civil Status Officials (ANEC) aims to raise awareness about the importance of registering vital events.

This document was created using an inclusive approach, with the active participation of the country's main religious families and Islamic organizations.
Minister Moussa Bala Fofana, accompanied by Mr. Matar Ndao, Director General of the National Civil Status Agency, went to Touba this Monday to officially present this document to Serigne Bassirou Mbacké Abdou Khadr, spokesperson for the General Khalif of the Mourides.
The argument presented by the minister draws on the teachings of Islam to emphasize that the registration of civil status events, namely births, marriages and deaths, is not only in accordance with religious principles, but also represents an act of faith and responsibility.
According to the document, declaring these events is a moral and religious obligation, as well as a collective duty to preserve the rights of every member of society. This approach aims to demonstrate the compatibility between the requirements of modern civil registration and the Islamic values cherished by the Mouride community.
During his presentation, Minister Moussa Bala Fofana stressed the importance of this initiative, which is part of ANEC's ongoing efforts to strengthen the inclusion, transparency and efficiency of the civil registration system in Senegal.
In his speech, the spokesperson for the General Caliph of the Mourides praised this initiative by the government.

Je n'ai rien contre Touba, je suis Mouride. J'en ai contre les salamecs envers les guides religieux quand tout va mal pour le parti.
