Collectivités territoriales : 153 mairies en zone rouge face à la hausse salariale
The increase in salaries for local government employees is placing a heavy burden on some communities. Of the 520 entities that submitted their data, 153 show a payroll-to-personnel-costs ratio exceeding 50%, indicating significant financial vulnerability. The government is planning a support fund of 1.6 billion FCFA. When questioned about the municipalities' capacity to absorb the salary increases for local government employees, the Minister of Finance presented an analysis of the data submitted by 520 local authorities, representing 9,467 registered employees.
According to this mapping, 290 local authorities have a payroll-to-personnel-costs ratio below 40%, which protects them from a significant impact. Conversely, 77 local authorities fall into an intermediate zone, between 40% and 50%. But it is 153 local authorities that are of particular concern to the Ministry: "their ratio exceeds the critical threshold of 50%, making them the most vulnerable to the additional costs resulting from the salary increases." To mitigate this shock, the Ministry has allocated 1.6 billion FCFA in the 2026 budget to cover approximately 65% of the shortfall for the most vulnerable local authorities.
The minister indicated that the adjustment work is continuing, but that priority will be given to these 153 entities whose financial balance is threatened.
