Conflict between the Thiès-Nord City Council and Municipality: Casts a shadow over the management of the new Thiès fish market

As the official opening of the central fish market in Thiès, built in Diassap on the road to Tivaouane, approaches, scheduled for Saturday, January 24, 2026, a shadow hangs over the future management of this strategic infrastructure.

On the sidelines of the regional development committee (CRD) meeting held this Wednesday, January 21 at the governance, the mayor of Thiès, Dr. Babacar Diop, publicly expressed his concerns about the prospect of the market being entrusted to the municipality of Thiès-Nord, led by Mayor Mamadou Diakhaté of the PASTEF party, to the detriment of the city hall.

According to Dr. Diop, this option would be incomprehensible given the crucial role played by the City of Thiès in the project's inception. "This market can only be made available to the City of Thiès, which provided the land. It was the city that prepared the entire process and launched the works with the former Minister of Fisheries, Alioune Ndoye," he insisted, revealing a certain suspicion regarding the direction taken by the authorities.

To assert the city's position, the mayor of Thiès revealed that he had written to the Minister of Fisheries and Maritime Economy, Fatou Diouf. At this stage, he has received no official response. While expressing respect for the Minister, Dr. Babacar Diop said he hopes she will make a decision in accordance with the established procedure.

"The state has invested several billion in this market. The previous municipal team played a central role in it. The city provided the land and launched the work. I don't see how an external entity could exclude the city from this project," he insisted, while affirming his belief in the good faith of the supervisory authority," the mayor said.

In this climate of suspicion, Dr. Babacar Diop paid tribute to the former mayor of Thiès, Talla Sylla, for his involvement in the infrastructure project. He announced his intention to officially invite him to the market's inauguration ceremony, considering the project to be partly his work.

For the mayor of Thiès, it would be inconceivable for the city not to be fully involved in the management of the new fish market. He believes that the administrative and state authorities involved in the project will make concerted decisions, in the spirit of the "Jub, Jubbal, Jubbanti" (Join, Join, Join) advocated by the President of the Republic, in order to avoid any unnecessary frustration or tension to the detriment of the population.

Responding to the argument that the market is located within the municipal territory of Thiès-Nord, Dr. Babacar Diop dismisses what he calls a "false debate." "Every square meter of Thiès falls under the jurisdiction of a municipality. The city of Thiès encompasses all its municipal territories. These are false pretexts," he asserts.

The mayor of Thiès affirms that he will go to great lengths to ensure that the management of this market returns to the city. "The city will continue to play its full and active role in this project," he concluded, as suspicion surrounding the governance of this infrastructure continues to grow.

With a total cost of 2,223,798,481 CFA francs including tax, the central fish market is built using the National Maritime Affairs Agency's own resources.

    Je vois maintenant d'où vient la bêtise de faire ériger un marché aux poissons sur un site attenant à des infrastructures académiques comme l'Espace Numérique Ouvert (ENO) de l'UVS et L'ISEP. As t'on idée de la pagaille avec les camions frigorifiques et des odeurs dans les parages. Le marché aux poissons de Dakar est assez illustratif.

    « Tout mètre carré de Thiès relève d’une commune. La ville de Thiès est l’ensemble des territoires communaux...." dixit Dr Babacar DIOP. Mais pourquoi donc avoir érigé des mairies d'arrondissement si tout investissement réalisé dans ces circonscriptions doit être géré par la Mairie de Ville. Mais, qu'en dit le codes des collectivités locales ?
