CROUS/Ziguinchor : la tension reste vive entre la direction et les délégués du personnel

The social climate remains toxic at the Ziguinchor Regional Center for University Social Services (CROUS/Z). Relations between the general management and the staff representatives have completely broken down, and for several months they have been unable to reach an agreement on several points of contention. This breakdown in dialogue is fueling significant tension within the institution.

Meeting in a sit-in this Thursday, the student council once again denounced the management of the institution, exposing significant dysfunctions. Moussa Seck, the spokesperson for the day, specifically condemned the lack of transparency in the staff regularization procedures and recurring delays in salary payments. The union representative also expressed his dismay at the administration's alleged refusal to comply with certain final court rulings.

According to the spokesperson, five main points are driving this protest. The delegates primarily denounce the lack of consultation regarding the regularization of employees on permanent contracts. They point out that the board of directors had recommended the establishment of an oversight committee based on objective criteria such as seniority, skills, and the needs of the department. Instead, they are outraged by the publication of a list of twenty employees deemed "opaque," the selection process for which remains unknown to the unions.

Staff representatives also point to recruitment practices they believe are based on family or personal connections, in violation of the rules established by the Labor Code. Adding to this is the emblematic case of employee Thierno Kandé. He reportedly won his case in court after contesting a transfer deemed abusive, but the union representatives assert that the court decision is being delayed, thus exposing the institution to heavy financial penalties.

Finally, the workers are protesting the systematic refusal to grant leave requests that have been properly submitted, as well as the persistent problems with the Health Insurance Institution (IPM). Despite several attempts to establish a constructive dialogue with management, the union representatives are facing a systematic rejection, raising fears of an escalation of the conflict in the coming days.
