Dakar : Face aux contrôles intensifs, les diasporas africaines prônent l'accompagnement et le dialogue
The intensification of immigration controls in Dakar has sparked a wave of questions within the foreign communities. Far from contesting Senegal's sovereignty, leaders of the Congolese and Gabonese diasporas are speaking out to call for a concerted approach that balances respect for the law with administrative realities.
Recent events in Senegal have been marked by an increased presence of security forces checking the identity cards of foreigners. Faced with this situation, key players in the community dialogue offer a nuanced analysis. For Fareles Ngatse, president of the Congolese diaspora in Senegal, the principle of sovereignty is beyond dispute. He emphasizes that every foreign national has a duty to comply with the laws of their host country, particularly when they choose to establish residency there.
However, while the legitimacy of government action is acknowledged, the increased frequency of checks is generating real anxiety, particularly among the student population. Prince Mabicka, president of the Council of Gabonese in Senegal, points out that over 80% of his compatriots residing in Senegal are students who have come to pursue their studies. While refusing to condone irregularities, he believes it is the responsibility of community organizations to inform and support these young people in order to facilitate their regularization.
This willingness to cooperate has already translated into concrete actions. The Congolese diaspora officially contacted the Senegalese authorities in October to announce the launch of a large-scale awareness campaign across the country. This proactive approach opened doors at the Ministry of the Interior and the National Police Directorate, allowing them to highlight recurring obstacles. Among the identified hurdles, incomplete files are the most prominent, preventing their transmission to the Directorate of File Automation, the only body authorized to issue the crucial document.
The debate also highlighted the precarious situation of many nationals who, despite having been engaged in the process for several years, only hold provisional receipts and never receive the final card. This prolonged wait fuels a sense of frustration during police checks. Furthermore, new administrative requirements, such as the presentation of bank statements or parents' pay slips, pose a problem. In many countries of origin, the informal sector predominates and banking penetration remains low. In this regard, diaspora representatives suggested that the authorities accept alternatives, such as proof of international financial transfers.
While welcoming certain stringent measures, particularly the requirement for students to enroll in accredited institutions to guarantee the value of their degrees, the two officials advocate for a balance between enforcement and support. They call for the implementation of a strategy based on awareness campaigns and streamlined administrative processes. By reaffirming their willingness to collaborate with the Senegalese authorities and their respective embassies, they hope to promote regular and orderly immigration in a spirit of mutual cooperation.

Alors aujourd’hui, le laxisme est terminé et la loi doit s’exercer et s’appliquer partout dans le territoire national. Il faut partout sur le territoire multiplier les contrôles de tout genre et mettre hors état de nuire tous les voyous qui pourrissent la vie des citoyens.
Et s’agissant des étrangers, ils n’ont qu’à se conformer aux lois du pays et régulariser leur situation comme cela se passe partout dans le monde. La sous région est très instable, c’est donc très normal de redoubler de vigilance et de renforcer les contrôles.
