Dakar : Le gouverneur interdit l’occupation des autoponts et des échangeurs
The governor of Dakar, Ousmane Kane, has banned the occupation of spaces located under overpasses, interchanges and other public works in the capital.
In a press release published on May 15, 2026, the administrative authority referred to a "resurgence in the irregular presence of people and structures" in several areas of Dakar. The document specifically cited "the erection of makeshift shelters," "the conduct of unauthorized commercial activities," and "the use of these spaces as overnight accommodations."
The governor believes that these practices "seriously undermine public order, the safety of people and property, public health, and the preservation of road infrastructure."
Consequently, the governor of Dakar has banned overnight stays and the establishment of residences under overpasses, interchanges, and other public structures. The statement also prohibits the erection of makeshift shelters, the operation of commercial activities, security services, or any other unauthorized activity, as well as the haphazard parking of motorcycles, carts, vehicles, and various equipment in these areas.
The defense and security forces, in collaboration with local authorities and relevant technical services, will conduct "systematic control and liberation operations of irregularly occupied spaces".
