The Senegalese and African judicial world is in mourning. Judge El Hadji Guissé, an emblematic figure in the defense of human rights, has passed away after a career marked by a constant commitment to justice, dignity, and the rule of law.

First elected in January 2006 as a judge at the African Court on Human and Peoples' Rights, he served there until 2010, before being re-elected in July 2012 for a second six-year term.

Through his expertise and rigor, he helped to strengthen the authority and credibility of this pan-African institution.

A graduate in private law, trained at the Centre d'études judiciaires de Paris and the International Institute of Human Rights, El Hadji Guissé has successively held high positions within the Senegalese judicial system: investigating judge in Dakar, president of the section of the Labor Court, magistrate at the Special Court, advisor and president of the chamber at the Dakar Court of Appeal as well as deputy director of Criminal Affairs and Pardons.

Also a teacher, he passed on his knowledge to several generations of executives at the National School of Administration and the Judiciary (ENAM), the National Police School and the National School of Health.

His commitment extended far beyond Senegal's borders. A former Secretary-General of the Senegalese Human Rights Committee and a member of the National Committee for UNESCO, he held important positions within the United Nations. He served as a member, rapporteur, vice-president, and then president of the Sub-Commission on Prevention of Discrimination and Protection of Minorities. He also served as Special Rapporteur on the right to safe drinking water and chaired the Working Group on the Impact of Transnational Corporations on Human Rights.

Most recently, he served on Senegal's National Electoral Commission, continuing his commitment to democracy and the rule of law.

With his exceptional career, Judge El Hadji Guissé leaves behind the image of a man of conviction, whose life was entirely devoted to justice, human rights and the defense of human dignity.
